Jindo County is opening a new era of leap forward by expanding public offering projects for the people’s livelihood. Jindo County (Governor Kim Hee-soo) secured 239.2 billion won in public offering projects for 106 cases, the largest amount ever, for the two years of the 8th local government (2023-2024), despite difficult conditions such as the government’s tight budget and the population decline crisis.

The plan is to ‘open a new era of Jindo County’s leap forward for the people’s livelihood by continuously renewing personnel and innovating administration since taking office and leading to new results.’

Jindo County has secured the largest amount of funding from a public offering project hosted by the government and South Jeolla Province, while creating a future growth engine and establishing a growth engine for a new leap forward.

In 2024, we achieved the feat of securing large-scale national funds, including KRW 30 billion for the Fishing Village Revitalization Project (Seomang Port), KRW 20 billion for the Jeonnam-type 10,000-won Housing Construction Project, and KRW 12.2 billion for the Private-Private Cooperation Regional Mutual Growth Agreement, and in 2023, KRW 30 billion for the Jeonnam-type Balanced Development Project, KRW 20 billion for the Republic of Korea Cultural City, and KRW 10 billion for the Eco-friendly Aquaculture Promotion Project.

This is an increase of approximately 90 billion won compared to the average amount secured through public offerings over the past 10 years.

In particular, in order to revitalize agriculture, forestry, maritime affairs, and fisheries, a budget of 185.3 billion won, which is more than 30% of the entire Jindo County budget, was allocated to the agriculture, forestry, maritime affairs, and fisheries sector in 2023, and a budget of 173.3 billion won will be invested in 2024 to carry out an administration that gives hope to the people engaged in agriculture, forestry, maritime affairs, and fisheries.

Jindo County recently provided approximately 430 million won in production incentives to abalone seed farms to prepare for damage from high temperatures in the summer, and plans to reflect 2 billion won in the supplementary budget for the rice production farm purchase and preservation support project.

In addition, we are promoting industrial innovation by advancing the timing of subsidy decisions for agricultural-related support projects from March to January so that businesses needed by farmers can be supported at the right time for farming.

In order to realize ‘Jindo, where we all live well together,’ Jindo-gun is expected to make a new leap forward for sustainable agricultural and fisheries industry development by establishing a system for production, processing, and distribution of seaweed through the designation of a seaweed industry promotion zone, establishing a fishery seed commercialization center selected as a public offering project last year to foster high value-added aquaculture varieties, building a bee resource development variety breeding farm, establishing a rice processing, drying, and storage facility infrastructure project, and supporting a domestic wheat production complex.

In 2023 and 2024, 74.1 billion won in public offering project funds were secured for 26 cases in the field of industrial innovation related to agriculture, forestry, marine and fisheries with national support; 1.3 billion won for 8 cases in the field of education innovation that fosters talent; 115.9 billion won for 42 cases in the field of innovation in tourism, culture, arts and economy; 43.2 billion won for 22 cases in the field of welfare innovation; and 4.7 billion won for 8 cases in the field of innovation in creating living forests, achieving the feat of securing the largest public offering project fund ever for Jindo-gun.

These achievements were largely due to the synergy effect created by solid solidarity (teamwork) through detailed division of roles from working-level staff to department heads, deputy county governors, and county governors. In particular, an organic cooperation system was established with central government agencies, South Jeolla Province, and the National Assembly, and a customized strategy was implemented in all directions.

Since the 8th local government election, various policies have been implemented, including customized integrity education and integrity broadcasting for the anti-corruption and integrity campaign, resulting in a two-level rise from the 4th grade in 2022. In addition, various evaluation indicators that had remained in the lower ranks last year have noticeably improved, such as the fiscal execution rate rising 11 levels from 19th to 8th place.

In addition, the civil service comprehensive evaluation was awarded the highest grade of ‘A’ and a business expense of 60 million won, and the government joint evaluation rose from 18th to 9th place.

Recently, it won the ‘Administrative Innovation Management Award’ at the National Empathy Campaign hosted by the Dong-A Ilbo, and last year, it was honored with the Prime Minister’s Award, the grand prize, at the Government Innovation Best Practice Competition.

They also achieved outstanding results in the agricultural and marine product distribution sector. They opened up new agricultural and marine product export markets in the US, Australia, Vietnam, Austria, and Germany, and signed export agreements worth $11 million, thereby creating an opportunity for Jindo-gun’s excellent agricultural and marine products to make full-fledged inroads into overseas markets. Through these achievements, they received an award of excellence in the Jeollanam-do agricultural and marine product distribution business evaluation.

It also showed remarkable achievements in the field of civil affairs administration. It received the grand prize for two consecutive years in the comprehensive evaluation of information disclosure by the Ministry of Public Administration and Security and the excellence award in the comprehensive evaluation of local tax administration in Jeollanam-do.

In addition, they won a total of 560 million won in prize money in 43 fields including health, forestry, and agriculture, proving their changed administrative capabilities.

This is the result of forming a customized performance improvement special task force team (TF team) to foster a proactive administrative mindset by newly implementing administrative capacity building training for all employees, training on responding to public offering projects, and joint training (workshop) on securing national road funds.

Jindo County Governor Kim Hee-soo expressed his firm determination, saying, “Through the Future Strategy Committee, we will continue to prepare more delicately and perfectly to secure future growth engine projects for Jindo County.”
