Senegal Condemns Violent Attack on Fisheries Control Post and Quay Construction Site

Senegal’s Ministry of Fisheries and Maritime and Port Infrastructures has issued a strong condemnation following a violent attack on a fisheries control post in Joal and a new construction site for a future quay.

The Ministry of Fisheries and Maritime and Port Infrastructures has denounced the acts as “unjustifiable violence” and a “serious attack” on public officials and state property. The incident occurred after agents from the Joal peaches control post seized a notable quantity of juvenile fish during a routine inspection on Thursday, June 26, 2025.

According to the Ministry, the seizure was a direct response to violations of the maritime fishing code, specifically law n° 2015-18 of July 13, 2015, and its article 127, paragraph 1. This law aims to protect Senegal’s vital marine ecosystems. Following the legal operation, “groups of people, not yet identified,” launched a violent assault on the control post and later targeted the ongoing construction of the new fishing quay.

“In this very way, the ministry condemns with the greatest firmness these acts of unjustifiable violence, which constitute a serious involvement to public officials in the exercise of thier mission, as well as to the heritage of the State,” a statement released by the Ministry affirmed.

Swift Response from Security Forces

Despite the severity of the attack, the government has praised the “rapid and effective” response from administrative authorities and the defense and security forces. These forces were able to contain the situation, secure the affected premises, and restore order.

The government has pledged to hold those responsible accountable. “With regard to the importance of the damage noted, the government of the Republic of Senegal, in relation to the competent judicial and security authorities, will put each person identified before their responsibilities, according to their level of involvement in these events,” the official statement declared.

Assurances to JICA and Commitment to Fisheries development

Recognizing the importance of international partnerships, the government has also extended assurances to the Japan International cooperation Agency (JICA), a key partner in the Joal Fishing Quai construction project. The government reaffirmed its commitment to ensuring the safety of personnel and the long-term viability of this crucial infrastructure investment.

The Ministry emphasized that the fight against illicit fishing, the protection of fishery resources, and the modernization of fishing infrastructure remain national priorities. “the ministry reminds all players in the sector that… a spirit of obligation, dialog and respect for the laws of the Republic” is essential.

The incident underscores the challenges facing Senegal in its efforts to sustainably manage its marine resources and develop its fishing industry. Further inquiry is underway to identify the perpetrators and understand the motives behind the attack.
