The Humanitarian Legal Aid team issued an urgent call after identifying “serious deficiencies” in El Salvador’s judicial system, which affect, according to them, 311 victims of the Exception Regime that has been extended by the Legislative Assembly since March 2022.

The institution assured this Thursday that the Attorney General’s Office (FGR) has not admitted the complaint they filed on Wednesday against officials related to the Exception Regime.

According to the legal team, the Prosecutor’s Office has denied them reference numbers for the 311 complaints that cover serious cases such as forced disappearances and extrajudicial executions.

Given the apparent lack of action by the FGR, the team has requested precautionary measures from the Inter-American Court of Human Rights. The intervention of the international community becomes crucial to ensure that the right to justice is respected and a transparent and effective investigation is carried out, said Jayme Magaña, a lawyer for Socorro Jurídico.

She hopes that “international pressure” will help unblock the judicial process and ensure that the necessary measures are taken to protect the rights of victims.

“The important thing about this case is that we are proving that there is a denial of justice to the victims from the moment that the complaint is not allowed to be admitted. If the complaint is not admitted, we will come to denounce the Attorney General for failure to fulfill his duties,” Magaña said.

The team of lawyers also said that they face other types of situations such as tapping of their cell phones and constant surveillance. They consider these actions to be repressive because of their work in favor of the human rights of the victims.

According to the Legislative Assembly, the Exceptional Regime has allowed El Salvador to reach historic figures without homicides, placing it as one of the safest countries in the region. According to data, thanks to this measure, 581 days have been recorded without homicides, and together with the Territorial Control Plan, there have been 694 days without violent deaths since the administration of President Nayib Bukele. In addition, 81,945 gang members have been captured and 4,308 firearms, 9,409 vehicles and 21,044 cell phones seized.

The regime has also resulted in a reduction in the homicide rate to 2.1 per 100,000 inhabitants, even lower than Canada’s (2.24) in 2023, according to Congress.
