Kenya has approved feasibility studies for four strategic port assets in Mombasa and Lamu, moving roughly $1 billion in planned private investment into formal procurement. The Public-Private Partnership Committee cleared the projects to modernize aging infrastructure and expand regional logistics capacity under a landlord model.
Four Strategic Assets Moving to Procurement
Kenya’s Public-Private Partnership Committee approved feasibility studies for four major port assets on Thursday, 27 August 2026, transitioning the initiative from preliminary planning into the procurement stage. PPP Directorate Director General Kefa Seda announced the decision in a statement, describing it as a significant step in Kenya’s port infrastructure investment programme.
The approval covers four distinct assets structured into three Phase 1 transactions:
- Mombasa Berths 11-14, structured as a standalone concession estimated at approximately $300 million.
- Mombasa Container Terminal 1, set up as a separate standalone concession as part of the roughly $1 billion total.
- Lamu Container Terminal (Berths 1-3) combined with the adjacent Lamu Special Economic Zone in an integrated concession as part of the roughly $1 billion total.
Why Mombasa Berths 11-14 Require a $300 Million Overhaul
The heaviest financial lift in the project centers on port infrastructure dating back to the 1950s.

Expanding the Lamu Port and LAPSSET Corridor
We’re doing a master plan that will not only cover the LAPSSET product as it were, but cover the whole of the Lamu metropolis. And suddenly, as we witness this tomorrow unfolding, as we break ground for the Dangote East Africa Oil Refinery, with the plans fully put in place, we are excited as Kenyans, Chirchir
According to Chirchir the government is also targeting to rebuild Manda Airstrip in order to allow the facility to accommodate large aircrafts. At the Manda Airstrip, we have refurbished the airport. We are going to rebuild that airport completely,
he stated.
Kenya Ports Authority (KPA) said during the twelve month period, container traffic amounted to 55,687 TEUs.
An investment of around 15 to 17 billion dollars is a huge investment.
