It has been confirmed that former South Gyeongsang Province Governor Kim Kyung-soo has conveyed to his associates his intention to continue his current study abroad until the end of the year, regardless of whether he is reinstated on Liberation Day on August 15.
According to a source close to former Governor Kim on the 9th, he conveyed his position to his associates the day before, saying, “Regardless of whether or not I win the lottery, I will continue my studies and return home at the end of the year.” It is understood that former Governor Kim will be entering the country sometime between November and December.
Former Governor Kim’s side responded cautiously, saying, ”In fact, it must have been difficult to make such plans in advance because we couldn’t predict when or whether the lottery would be held.”
Former Governor Kim previously left the country in August of last year to serve as a visiting professor at the London School of Economics and Political Science, and then returned to Korea temporarily in May to attend the 15th anniversary memorial service for the late former President Roh Moo-hyun.
He, who is leaving the country again after a month, said, “I plan to stop by London, England to wrap up my stay in England and then go straight to Germany,” and “I plan to stay in Berlin for about six months at the invitation of the Ebert Foundation and return home around the end of the year.”
The Ministry of Justice held a pardon review committee meeting at the Government Complex-Gwacheon the day before and included former Governor Kim and former Senior Presidential Secretary for Civil Affairs Cho Yoon-sun as targets for special pardons and reinstatement on August 15, Liberation Day, and is currently awaiting the president’s approval.
Former Governor Kim was indicted in the Druking case for manipulating public opinion on a portal site, and was sentenced to two years in prison by the Supreme Court in July 2021. He was included in the list of candidates for pardon in December of the following year, but was not reinstated and only the remaining sentence was executed.
If former Governor Kim is reinstated this time, he will regain his right to vote and can run in the 2026 local elections and the 2027 presidential election.
