As the meal cost limit under the Anti-Corruption Act, also known as the “Kim Young-ran Act,” is expected to rise to 50,000 won before Chuseok, attention is focused on whether the value range for agricultural, livestock, and marine products will also increase.

According to the government on the 27th, the National Human Rights Commission of Korea finalized a revision to the enforcement ordinance of the Anti-Bribery Act on the 22nd, which increases the food price range from 30,000 won to 50,000 won. The revision will be implemented after going through legislative notice, consultation with ministries, and deliberation at the State Council.

The Anti-Corruption Act, which has been in effect for eight years, has set limits of 30,000 won for meals, 100,000 won for wreaths and artificial flowers, and 50,000 won for gifts (150,000 won for agricultural, livestock, and marine products). While the Anti-Corruption Act has been evaluated as having improved unreasonable practices, it has also been criticized as a regulation that is out of touch with reality, as related industries are experiencing economic difficulties due to high prices and declining consumption.

In this regard, in the case of meal expenses, it was decided to increase the amount by collecting opinions from all walks of life, considering that the standard at the time of the enactment of the Civil Servant Code of Conduct in 2003 has been maintained for about 20 years. However, the agricultural, livestock, and fishery industries are continuing to express their dissatisfaction as they decided to continue discussions on raising the amount of agricultural, livestock, and fishery product gifts to a permanent 300,000 won.

The Korea Federation of Agricultural and Livestock Industry said in a statement, “The effects of the previous measures to raise the futures price of agricultural, livestock, and marine products have been clearly evident in increased sales,” and “It is desirable to proactively review measures to increase the price and exclude agricultural, livestock, and marine products from the target of application based on the consensus formed by the political circles and the government.”

The Anti-Corruption and Civil Rights Commission explained that there are difficulties because under the current Anti-Bribery Act, the gift value of fishery products and processed agricultural and marine products is doubled compared to usual times during the holiday season.

Jeong Seung-yoon, vice chairman and office director of the Korea Fair Trade Commission, said, “If the gift value of agricultural, livestock, and marine products is increased to 300,000 won without revising the current law, it will be increased to 600,000 won, which is double that amount, during the Lunar New Year and Chuseok holidays.” He added, “We will comprehensively consider matters of National Assembly legislation, etc., as there is a need to revise the law first.”

However, as the political circles are also forming a consensus on this issue, there are expectations that the limit on the gift value of agricultural, livestock and marine products may be raised soon.

People Power Party floor leader Choo Kyung-ho said at a floor strategy meeting on the 23rd, “I strongly request that you proactively review raising the gift value of agricultural, livestock, and marine products from the current 150,000 won to a maximum of 300,000 won.”

Floor leader Choo added, “If the gift value is adjusted upward, it will have the effect of increasing consumption of domestic agricultural, livestock, and marine products without separate financial investment, so it is expected to be a great help to the agricultural, livestock, and marine industries, small business owners, and the self-employed.”

As the Democratic Party of Korea has also expressed a positive stance on this matter, it seems that the revision of the enforcement decree will gain speed once the amendment is proposed.

Jin Sung-joon, the Democratic Party’s policy committee chairman, said on the 9th about floor leader Choo’s mention of “raising the meal cost from 30,000 won to 50,000 won and the agricultural, livestock, and marine product gift cost from 150,000 won to 200,000 to 300,000 won,” “If it’s to that extent, I think we can consider it. We will consider it if the People Power Party comes up with a plan.”

A government official said, “Since it is intended to revitalize the people’s economy, there will likely not be much difficulty in passing the revised bill through the plenary session after it is proposed,” adding, “The revision of the enforcement decree is also expected to proceed quickly after the revision of the law.”
