The Ministry of Justice proposed to increase the punishment for repeated violations of several traffic rules in the new draft Code of Administrative Offenses, Kommersant reported with reference to the document.

For repeated driving of a car with unreadable license plates, the driver can be fined 5,000 rubles. or revoke your rights. For repeated violation of the rules of tinting, it is proposed to introduce a fine of 3000 rubles.

The new draft Code of Administrative Offenses also provides for the introduction of a temporary restriction on driving licenses pending a court decision, as well as an increase in fines for “repeated” refusal to stop at the request of a traffic police officer. Now a fine of 500-800 rubles is provided for such a violation. The new code provides for deprivation of rights for up to three years or a fine of 40,000 rubles, if this created a threat to the life or health of citizens. These are situations where the police are forced to chase the violator or even open fire.

The penalty for incorrect parking is proposed to be increased from 1000 to 3000 rubles. and to expand its operation from highways to “roads for cars” under sign 5.3 (MKAD). For driving equipment that is not intended for public roads (snowmobiles, walk-behind tractors, etc.), a fine of 1000-2000 rubles will be imposed. The maximum fine for transporting children without a special seat will increase from 3000 to 5000 rubles.

Among other proposals of the Ministry of Justice: to exclude from the new code the possibility of arresting violators. The source of the publication explained that the ministry is working on the exclusion of such a measure to humanize the legislation. Another interlocutor of the publication, familiar with the progress of work on the project, clarified that the arrest is difficult to apply in practice and it costs the state dearly. The ministry proposed to introduce a “temporary restriction” of the right to drive a vehicle in cases where the driver grossly violated traffic rules, until the court ruling. If a person continues to drive, he will be fined 1000-3000 rubles.

The revision of the new Code of Administrative Offenses is the third in the last two years. The first two caused a rather sharp negative reaction from the business community and deputies and never reached the State Duma. The latest version of the code has become significantly softer.
