According to the semiconductor industry on the 8th, the U.S. government is asking Korea to participate in semiconductor equipment exports at the same level as its own country. Currently subject to regulation in the United States are technology and equipment for system semiconductors under 14nm (nanometer, 1 nm is 1 billionth of a meter), DRAM under 18nm, and NAND flash with 128 layers or more. Japan and the Netherlands announced that they would join the regulations in the second half of last year (July to December).
Korean and U.S. authorities are also discussing participating in regulations on exports of semiconductor equipment. Jeong In-kyo, head of the Trade Negotiation Headquarters of the Ministry of Trade, Industry and Energy, who visited the United States last month, said, “I think the extent to which the level of control will change in the future should be decided through close consultation.”
The level of regulation that the United States expects from its allies is becoming stronger. This is a request not to export all equipment and related services that can be used for high-tech semiconductor manufacturing purposes, even if they are not high-tech equipment. According to a Reuters report on the 7th (local time), the Dutch government is participating in strengthened regulations by not actively responding to Chinese companies’ requests for maintenance of ASML extreme ultraviolet (EUV) exposure equipment and deep ultraviolet (DUV) equipment. In the domestic semiconductor equipment industry, there are calls for a flexible response that considers actual benefits rather than blindly participating in regulations. An industry official said, “I am concerned that only Korean companies will suffer great losses if it becomes difficult to enter the Chinese market as demand for Korean equipment is decreasing. Diplomacy is important, but we must also consider how to foster the industry.” “If things continue like this, only the domestic industry could die out,” he said.
