KPK Summons Summarecon Executives Over Land Official Payments

Investigators have designated eight suspects and pursued cabinet-level questioning following an expansion of a corruption inquiry into land title procedures in Jakarta.

Enforcement teams secured individuals across the Jakarta, Bogor, Depok, Tangerang, and Bekasi regions on 14 September 2026, as the outlet reported.

Eight individuals had been formally designated as suspects by the day after the raids, among them Ministry Directorate General Lampri, Bogor Land Office head Sontang Coin Manurung, and Summarecon Agung Director Adrianto Pitojo Adhi, ANTARA News Megapolitan noted. The eight individuals who have been formally designated as suspects in the matter are Bogor Land Office head Sontang Coin Manurung, Golkar Party politician Fahd El Fouz alias Fahd A Rafiq, former Kebumen Regent Arif Sugiyanto, and PT Summarecon Agung Tbk Director Adrianto Pitojo Adhi, alongside four others including Ministry of ATR/BPN Director General of Land and Spatial Planning Control and Enforcement Lampri, as well as private parties Rizal Pahlevi, Erwin, and Muhammad Fakhry.

The enforcement agency detained these suspects for an initial period of 20 days, beginning from 15 September through 4 October 2026, at the KPK Red and White Building Branch State Detention Center. Investigators subsequently carried out widespread searches across corporate offices, ministry directorates, and residential properties in East Java and West Java throughout late September. These searches included the offices of Lampri, Director of Survey, Mapping of Land and Space Virgo Eresta Jaya, and Director of Land Rights Determination and Registration Asnaedi on 17 September 2026, followed by searches of Summarecon’s Jakarta offices and Lampri’s Bekasi residence on 18 September 2026.

The search operations continued on 21 September 2026 at Summarecon’s Bogor Regency offices, two days prior to a search at the Mojokerto City Land Office. On 24 September 2026, investigators searched the East Java Provincial National Land Agency Office and Lampri’s house in Nganjuk, concluding with a search at PT Bela Parahiyangan Investindo’s office in West Bandung Regency on 29 September 2026. The case stems from disputes over land parcels claimed by previous owners or heirs holding rightful certificates over the property, leading to lawsuits filed at the Bandung State Administrative Court regarding the issuance of nine building rights certificates for Summarecon.

Most Summarecon Witnesses Fail to Appear for Examination

Summarecon Chief Financial Officer LS alongside six other witnesses were called to the agency’s headquarters in Jakarta, the news service detailed, though records indicated only two individuals from that specific group appeared. The specific witnesses summoned alongside the finance director included Yaser Alfarisi, a representative of Summarecon; Dendy Darmawan, Land Document Coordinator at PT Kencana Jayaproperti Agung; and Toni Haryanto, Litigation Section Head at PT Kencana Jayaproperty Agung.

The witness list also featured Juliandy Dasdo Pengharapan Tambun, Litigation Section Head at PT Summarecon Agung Tbk. According to tracking data up to the afternoon hours during the proceedings, only Juliandy Dasdo Pengharapan Tambun and Dendy Darmawan fulfilled the summons from the anti-corruption agency.

Ministry of Agrarian Affairs and Spatial Planning head Nusron Wahid missed two scheduled appearance dates, citing internal ministry duties for the first absence and an overseas trip for the second. Iconomics reported that the initial summons was scheduled for 7 October 2026, followed by a rescheduled date on 15 October 2026. Furthermore, reports noted his attendance at a plenary cabinet session at the Jakarta Presidential Palace on 21 October 2026, while separate allegations claimed his travel to Johor Baru, Malaysia, occurred without official presidential permission.

Public Criticism and Pressure for Enforcement Consistency

Boyamin Saiman, coordinator of the Indonesian Anti-Corruption Society, criticized the pace of the inquiry and urged authorities to issue a formal transport order to compel attendance, mestinya KPK tegas dengan cara jemput paksa terbitkan surat perintah membawa kepada Nusron Wahid. Boyamin also contended that the agency should issue a warrant of delivery if officials fail to appear, warning that failure to enforce compliance would force his organization to report the matter to the agency’s Supervisory Board for ethics violations.

“This means that NW has twice chosen not to attend the first and second summonses, of course with confirmation of non-attendance which then becomes material for review and analysis by investigators regarding NW’s arguments for his absence.”

Abd. Aziz, leader of the Anti-Corruption Community Movement, asserted in published statements that legal supremacy must prevail over political proximity, Pembaruan reported. Tracing the Alleged Bribe Channel to Land Officials

Rakyat Merdeka outlined how investigators questioned corporate representatives regarding funds allegedly routed through intermediaries to local land office head Sontang Coin Manurung.

Requests for illicit fees emerged in early August 2026 using the code “two,” pointing toward an amount of Rp2 miliar to lift blocks or issue land certificates. Summarecon representatives reportedly agreed only to Rp1,5 miliar due to separate allocations for broker fees. On 27 August 2026, Adrianto Pitojo allegedly handed over Rp1,5 miliar through intermediaries Yaser and Rizal to Erwin. Out of this total, Erwin allegedly delivered funds to Sontang at a cafe in South Jakarta as a reward for lifting administrative blocks and splitting building rights titles.

Investigators continue to evaluate explanations provided by cabinet leadership regarding the missed dates while analyzing seized financial records to determine whether instructions originated from higher administrative levels, Aktual reported.
