La Frette-sur-Seine: a senior residence and social housing planned on the banks of the Seine

Land is rare in La Frette-sur-Seine. However, the municipality managed to find a largely virgin land to accommodate a real estate project. “We have a 2.9 hectare site left”, indicates the mayor, Philippe Audebert (SE). It is a space between the future marina of Cormeilles-en-Parisis (the Seine Parisii project) and the tennis club of La Frette, in an area called Les Lilas. The mayor would like to see it as a high-end residence for seniors with 100 to 120 housing units, 80 to 90 home ownership units, as well as 80 to 90 HLMs, or 270 to 300 housing units in all. These constructions will be completed by 2028.

With this project, the municipality hopes to be able to make up for some of its delay in terms of social housing. At the last survey, in 2019, the city had only 76 for 4,668 inhabitants. This brought the rate of social rental housing to 3.96% when the law requires it to reach 25%. “At some point, everyone will have to be clear-sighted to say what is feasible. At La Frette, 25% is unattainable,” emphasizes Philippe Audebert. The elected official is nevertheless determined to make efforts to correct this imbalance. “We were at 0% 15 years ago. We are at 6% today and we should approach 15% in a few years, ”he assures. An intergenerational residence of 97 social housing units will soon be completed.

This project also aims to be able to accommodate people from Fret who have become too old to stay in their homes. “If they are not eligible for social housing, they have no other choice but to leave the town”, emphasizes Philippe Audebert. And this parcel must also accommodate the nautical base which would be moved. It would then have more room to open up to other activities such as paddle or rowing, and would be placed under the responsibility of the urban community.

The land was used for a long time by the cement factory which occupied the site where the marina is currently being built. The company used it as a place to store waste. The site saw the establishment of car mechanics activities in the 1990s. A garage is still present.
