Laâyoune-Sakia El Hamra: Consultation meeting on the new industrial strategy

This meeting is part of a participatory approach launched by the Ministry of Industry and Trade in the twelve regions of the Kingdom, with the aim of broadening the debate with local stakeholders and operators to collect concrete proposals to enrich the content of the industrial strategy currently being developed.

In a statement to MAP, Mr. Mezzour indicated that this meeting comes in the wake of the development of a New Industrial Strategy in accordance with the High Royal Guidelines, stressing that sovereignty and the development of the skills and potential of each region will be the watchwords of this new strategy.

These consultation meetings with the various regional stakeholders also aim to develop a common strategy based on joint commitments between the State and the region, enabling the creation of jobs for the benefit of young skills in the region, he added.

The government official also highlighted the various potentialities of the Laâyoune-Sakia El Hamra region, elevating it to the rank of 6th industrial pole at the national level, citing in this regard its strong potential in renewable energies and fishing and mining resources.

For his part, the Wali of the Laâyoune-Sakia El Hamra region, governor of the province of Laâyoune, Abdeslam Bekrate, stressed that this meeting constitutes an opportunity for consultation and dialogue between all the stakeholders concerned, with a view to arriving at effective and efficient recommendations, allowing the region to benefit from the new national industrial strategy.

Mr. Bekrate also noted that this strategy is part of the High Royal Directives aimed at promoting openness to the Atlantic Ocean, through the implementation of large-scale projects, noting that the region is full of enormous potential in the renewable energy sector and that of maritime fishing, which remains the leading provider of employment.

The incentive mechanisms that have been put in place at the regional level have further contributed to strengthening its attractiveness and improving the business climate, which has made it possible to attract significant industrial investments, he continued.

For his part, the President of the Regional Council, Sidi Hamdi Ould Errachid noted that the region’s development plan (2022-2027) places the industry sector at the center of its concerns, citing in this regard the expansion of the region’s ports and the establishment of the industrial and logistics park in the city of El Marsa, which is part of the new development model for the southern provinces.

In this vein, he indicated that these high value-added projects will transform the region on all levels, especially since they will allow the creation of job opportunities.

The region, which enjoys considerable natural assets and has significant infrastructure, is able to become an industrial hub capable of developing wealth, promoting productive sectors and strengthening the attractiveness of investments, he continued.

This meeting was punctuated by a series of presentations focusing in particular on “The regional development plan 2022-2027” and “The southern provinces: energy potential and electricity production infrastructure for sustainable development”, as well as a presentation on the main programs relating to the energy transition in the region.

In addition, a presentation was made by the Director General of the Regional Investment Center, in which he detailed, with figures, the main productive sectors of the region, ranging from maritime fishing to agriculture, including tourism and renewable energy.

Furthermore, he said that the region has experienced a qualitative leap in the industrial sector, which increased from 4.5 billion dirhams (MMDH) in 2016 to more than 9 MMDH in 2021, adding that the Unified Regional Investment Commission has approved since 2020, a total of 60 investment files for an amount of nearly 2.3 MMDH, allowing the creation of approximately 7,268 jobs.

It should be noted that the Ministry of Industry and Commerce is currently working on developing a new industrial strategy, driven by the notion of sovereignty, in accordance with the High Royal Guidelines.

This new industrial strategy, which will focus on the promotion of human capital, the development of R&D and innovation, the improvement of competitiveness and sustainable development, comes in the wake of the efforts of the Kingdom, which is now positioning itself as a competitive industrial hub at the regional and international level.

This strategy will be developed by the supervisory ministry as part of a participatory approach in consultation with public and private partners to ensure sustainable and balanced development for all industrial sectors and all regions of the Kingdom and to meet the expectations of citizens, businesses and all international partners.
