TORREÓN, COAH.- Lack of resources for Coahuila Prosecutor’s Officeof public defenders, consultants and a large backlog of work, was what they presented in the Fifth Criminal Justice Dialogue in Coahuila coordinated by Evalua Study Center of Mexico.

Mariana Camposgeneral manager of Mexico Currency, submitted the report “Results from the local” and the follow-up of the commitments made by the authorities 2023.

Susana Camachocoordinator of Evaluations of Mexico’s Justice Programdrafted the report, in which he highlighted that fewer resources are allocated to judicial institutions in Coahuila compared to other states.

He also considered “worrying” which is attributed to the prosecution, since it specified that it does not even reach one billion pesos, when the national average is over 1,600 million.

“They work with few resources. “Planning exercises are needed to improve and enhance what has been achieved,” he commented.

He also highlighted that there is a shortage of public defenders and councilors, given that in Coahuila there are 56 and 18 respectively in the entire territory.

He underlined it 403 agents of the public prosecutor are few compared to the demand and above all the incidence of crime, as well as the number of ministerial investigative policemen, which is lower than the national average.

Camacho said that only 9.5% of total cases have reached some type of decision, well below the national average, which is 34.5.

“There are many backlogs of cases, there is a heavy workload related to the number of staff and, consequently, the capacity to process the work,” he underlined.

Furthermore, he said that only 9.1% of cases were linked to the judiciary, a figure he described as “atypical”.

Susana Camacho also highlighted that in 81.8% of cases non-prosecution was ordered, as she also described how “atypical”.

He recommended analyzing why cases do not end in any criminal action and developing a criminal policy for the state, in which all institutions are involved and setting goals based on citizens’ needs.

He said that in Coahuila the doors have been opened to have a correct diagnosis.

“We have seen that in other states there are many murders, but not feminicides. It’s illogical, there’s a bad record. It is illogical that Coahuila occupies first place in the issue of drug dealing, and in other states with more murders, there are fewer cases of drug dealing,” he commented.

He felt the figures have different readings. “If they tell us ‘you’re a donkey and the hammer goes off because of the load, the donkey will get tired’. Coahuila records everything to know how to take care of the paddles. “These documents allowed us to serve them,” he assured.

According to the prosecutor’s office, Coahuila is at the top for precedents, but not for crimes. “Don’t tell me that Guanajuato doesn’t have drug dealing or family violence if it has a thousand murders. A more in-depth study is needed.” he asked.

Regarding the figures relating to the failure to prosecute, he argues that this is due to the fact that there are also reparation agreements which are also sanctions.
