This meeting, chaired by the governor of the province of Larache, El Alamine Bouassam, in the presence of the presidents of the local human development committees (CLDH), the heads of decentralized services, the presidents of the communes, the members of the provincial human development committee (CPDH) and the actors of the civil society, was an opportunity to focus on the assessment of the implementation of the Initiative’s projects and the progress of the projects scheduled for 2023.
Speaking on this occasion, the governor stressed that this anniversary, which coincides with the last year of implementation of phase III, constitutes an opportunity to take stock of the progress of the achievements of the Initiative, welcoming the efforts deployed by various stakeholders to ensure the implementation of this royal project at the provincial level.
Mr. El Alamine focused on the assessment of the projects that are part of the 4 programs of phase III of the INDH, which have contributed to reducing social and spatial inequalities, strengthening infrastructure and basic services related to health, education, drinking water supply, the extension of water and electricity networks and the care of people in precarious situations.
In this context, the governor focused on the inauguration of several social centers dedicated to the elderly, people with special needs and patients suffering from chronic diseases, in addition to projects aimed at early childhood development and improving maternal and child health, noting that the province has achieved promising results in terms of economic inclusion of young people, thanks to the opening of two youth platforms in Larache and Ksar El Kébir, and the signing of agreements for strengthening the skills of young people.
He assured that the celebration of the 18th anniversary of the launch of the INDH is an opportunity to take stock of the achievements made and mobilize partners to continue working for the success of this strategic project aimed at achieving local development.
For his part, the head of the Social Action Division (DAS) of the province of Larache, Othman Taimi, stressed that around 204 development projects mobilizing a total investment of more than 194 million dirhams (MDH) were carried out during the period 2019-2022, including more than 171 MDH as a contribution from the Initiative.
He explained that these projects are part of the four programs of the third phase of the Initiative, noting that 7 projects with a total amount of 13.8 MDH were implemented under program 1 (Catching up on deficits in infrastructure and basic social services), while 37 projects, having mobilized an investment of 36.29 MDH, were carried out under program 2 (Support for people in precarious situations).
As for program 3 (Income improvement and economic inclusion of young people), 130 projects were carried out with a total cost of 45.76 MDH, including 32.10 MDH mobilized by the INDH, said the official, noting that 30 projects mobilizing an investment of 98.96 MDH, including 97.38 MDH as a contribution from the Initiative, were carried out within the framework of program 4 (Impulse of human capital of rising generations).
The interventions of several partners in the implementation of the Initiative’s projects have emphasized the positive impact of these projects on the target groups, since they have made it possible to create an appropriate environment for launching a dynamic of local development, based on the impetus of the human capital of the rising generations and the support of young people, in order to engage in productive work and the world of entrepreneurship, while promoting the convergence of projects.
The CPDH held a meeting on this occasion, devoted to examining the progress of the implementation of its action program for the year 2023, and the approval of 73 projects for the benefit of young project leaders within the framework of the program “Improving the income and economic inclusion of young people”.
On the sidelines of this ceremony, the governor of the province, accompanied by representatives of local and military authorities and elected officials, launched numerous social and development projects carried out within the framework of the INDH.
These are the socio-educational center for the blind and visually impaired in Ksar El Kébir, carried out in partnership with the Alaouite Organization for the Promotion of the Blind in Morocco and the Municipality of Ksar El Kébir, with a budget of approximately 4.44 MDH, and the incubator for young entrepreneurs in the province of Larache, with an investment of 4.4 MDH, which constitutes a support space for project leaders.
The CPDH also organized, at Al Wafaa Square next to the Larache youth platform, an orientation day for young people looking for a professional project, as well as a fair dedicated to youth projects implemented within the framework of the “Income improvement and economic inclusion of young people” program.
