Last year, the number of employees of the Ministry of Land, Infrastructure and Transport and its affiliated organizations who were caught violating public official property registration regulations was 281, an increase of 1.5 times the number of a year ago. This had a significant impact as the number of people caught belonging to the Korea Land and Housing Corporation (LH) increased by more than 100.

According to data submitted by the office of Democratic Party lawmaker Lee Yeon-hee from the Ministry of Land, Infrastructure and Transport on the 1st, the number of people caught by the Ministry of Land, Infrastructure and Transport and its affiliated organizations for violating property registration regulations last year was 281. There was an increase of 93 people (49.5%) from 2022 (188 people). After the land speculation incident by LH employees in 2021, property registration has been mandatory for all employees of the Ministry of Land, Infrastructure and Transport, LH, and Saemangeum Development Corporation since August of that year. For the remaining agencies affiliated with the Ministry of Land, Infrastructure and Transport, only employees working in real estate-related departments are subject to mandatory registration.

Last year, 83% of those caught were from LH. The number of people caught was 234, a sharp increase of 111 (90.2%) compared to 2022 (123). A deputy manager-level employee at LH was caught failing to properly report the rental deposit for a building in the name of himself, his spouse, and his father, and was requested to take disciplinary action by the Public Official Ethics Committee in December of last year. An LH official said, “As we worked scattered across various sites across the country, there were many cases of violations that occurred because we were not familiar with how to register,” and added, “We are conducting circuit training at regional headquarters to prevent recurrence.”

The agency with the next largest number of arrests was the Ministry of Land, Infrastructure and Transport. There were 24 people, accounting for 8.5% of the total number of arrests. However, the number of people caught decreased from 36 in 2022.

Meanwhile, 18 of the 48 LH employees who were investigated in connection with suspicions of land speculation three years ago were found to be still on trial for 37.5%, or 37.5%. Of the 30 people whose trials were completed, 4 were sentenced to prison, 6 were fined, and 20 were acquitted or confirmed not guilty.
