New Delhi: Opposition parties have targeted the decision to appoint 45 specialists through ‘lateral entry’ on the key posts of Joint Secretary, Director and Deputy Secretary in various ministries of the Center. Congress, Samajwadi Party and Bahujan Samaj Party (BSP) have termed this decision against SC, ST and OBC and have demanded the Center to withdraw this decision. UPSC has advertised for these posts last Saturday, which includes the posts of 10 Joint Secretary, 35 Director and Deputy Secretary. These posts are to be filled through lateral entry on contract basis.If it is not taken back then agitation will start- Akhilesh Yadav
Samajwadi Party President Akhilesh Yadav wrote on Twitter that this is a big conspiracy against the country. He urged the officials and the youth to stand shoulder to shoulder with us in starting a new movement from October 2 if the BJP government does not withdraw it. We will not tolerate the corporate takeover of the government machinery because the corporate’s capitalistic thinking of the rich is to earn maximum profit. Such thinking depends on the exploitation of others, while our ‘socialist thinking’ is for the nourishment and welfare of the poor, farmers, laborers, employed, common people doing their own small work-business-shop. He alleged that the time has come to launch a nationwide movement against the conspiracy of the BJP to place its ideological allies in high government posts of UPSC through the back door.

Narendra Modi is attacking the Constitution by recruiting public servants through the Rashtriya Swayamsevak Sangh instead of the Union Public Service Commission. By recruiting for important posts in various ministries of the Central Government through lateral entry, reservation of SC, ST and OBC classes is being openly snatched away. I have always said that the underprivileged are not represented in all the top posts of the country including the top bureaucracy. Instead of improving it, they are being pushed further away from the top posts through lateral entry. This is a robbery of the rights of talented youth preparing for UPSC and an attack on the concept of social justice including reservation for the underprivileged. SEBI is a vivid example of what representatives of a few corporates will do by sitting on decisive government posts, where for the first time a person from the private sector was made the chairperson. INDIA will strongly oppose this anti-national step that hurts both the administrative structure and social justice.

Congress’s double policy is clearly visible in the matter of direct recruitment. Actually, the UPA government had started the lateral entry. In the year 2005, the UPA government had formed the second Administrative Reforms Commission, whose chairman was Veerappa Moily. The Administrative Reforms Commission of the UPA era had recommended the recruitment of experts on posts requiring special knowledge. The NDA government has created a transparent method to implement this recommendation. Recruitment will now be done through UPSC in a transparent and fair manner. This reform will improve the functioning of the country.

BSP supremo Mayawati said that the decision of direct recruitment to 45 higher posts of various categories in the Centre is not correct because the employees working on lower posts through direct recruitment will be deprived of the benefits of promotion. She said that if people from SC, ST and OBC categories are not given appointment in proportion to their quota in these government appointments, then it would be a direct violation of the Constitution. She also said that filling direct appointments to these higher posts without making any rules would be arbitrary on the part of the BJP government, which would be illegal and unconstitutional.

Tejashwi Yadav wrote, ‘This advertisement is a small example of how the Modi government at the center is playing a dirty joke and messing with the constitution and reservation written by Baba Saheb.’ Aam Aadmi Party leader Sanjay Singh said, “The Bharatiya Janata Party is an anti-reservation party. This party wants to end the reservation of backward, deprived and Dalits and tribals in the entire country. They got only 240 seats. If they had got 300 seats, they would have called a joint session and changed the constitution. They would have ended the reservation.”
