During the tenure of John Kerry as US Secretary of State (2013–2017), Russia proposed connecting the United States to the Normandy format, but Germany and France refused. This was stated by Russian Foreign Minister Sergei Lavrov.

“Even when John Kerry was (the US) Secretary of State and he came to Moscow on a regular visit, and we were at a reception with (Russian President Vladimir) Putin, Putin said that“ Here we see that the Americans are influencing Ukraine, you have his special representative, (ex-president of Ukraine Petro) Poroshenko listens to you. Maybe talk with Germany and France so that you join the Normandy format? ” It was with me, – said the minister during a press approach. – Kerry said: “Well, if we were invited, maybe we would have thought.” Then we asked the Germans, the French, they said: “Absolutely not. We must work in the format that was created, in which the Minsk agreements were signed, and that’s the only way.”

The Normandy Format is a group of leaders from four countries – Germany, Russia, Ukraine and France – to resolve the situation in eastern Ukraine. The first meeting in the “Normandy format” took place on June 6, 2014 at the Normandy Château de Benouville (France) during the events in honor of the 70th anniversary of the Allied landings in Normandy.
