Lucknow: The CBI special court on Tuesday sentenced the then joint secretary of Lucknow Development Authority (LDA) R.N. Singh to 3 years and the then clerk Raj Narayan Dwivedi to 4 years of rigorous imprisonment in the case of fake allotment of 123 plots in Jankipuram Yojna. The court has also imposed a fine of Rs 35,000 on Singh and Rs 60,000 on Dwivedi. During 1987 to 1999, these officers in connivance with land mafia allotted 123 plots to people who had not even applied for it. The required amount was also not deposited in LDA’s account in lieu of the plots.

Special CBI Judge Rahul Prakash has sentenced former joint secretary of LDA, clerk, Mahendra Singh Sengar and Diwakar Singh to three years of imprisonment each. A fine of Rs. 15,000 each has also been imposed on both of them. Both of them are outsiders, but they also had a hand in the game of plot allotment. CBI had filed a chargesheet against seven accused in the special court on 26 February 2010. During the hearing, the case of two accused was closed due to their death, while the third accused was acquitted by the court due to lack of evidence.

On 28 February 2006, the CBI had registered a case against seven people including Joint Secretary RN Singh for wrong allotment of plots. It was alleged that between 1987 and 1999, under the LDA’s Jankipuram scheme, Joint Secretary and Deputy Secretary level officers in connivance with the then head clerks allotted 123 plots to those people who had not even filled the form for these plots.

The expected payment for this was also not deposited in the LDA fund. Investigation of the case also revealed that the officers, in order to benefit their close ones, gave commercial plots to them at cheaper rates by declaring them as residential. This caused a loss of crores of rupees to the LDA.
