When the Democratic Party of Korea belatedly confirmed on the 7th that internal disciplinary proceedings against medical staff at Seoul National University Hospital and Pusan National University Hospital were in progress in relation to the controversy over Representative Lee Jae-myeong’s ’emergency medical helicopter transport preference’, they said, “We were unable to comply with the demands of Representative Lee and Representative Chun Jun-ho and were transferred by helicopter. He gave an explanation, saying, “No decision has been made.”
The Democratic Party’s Public Affairs Bureau issued a statement on this day, saying, “Representative Lee Jae-myung being transported to Seoul by helicopter and receiving treatment is not preferential treatment,” and “The Anti-Corruption and Civil Rights Commission also does not consider this to be preferential treatment.”

Previously, a media outlet analyzed data submitted by Rep. Seo from Pusan National University Hospital and reported that internal disciplinary proceedings against medical staff at Seoul National University Hospital and Pusan National University Hospital were underway in relation to the controversy over Representative Lee’s ’emergency medical helicopter transport preference’.
According to data submitted by Rep. Seo from Seoul National University and Pusan National University Hospital, Pusan National University Hospital held a disciplinary committee on the 30th of last month for its doctors, Mr. A and Mr. B. Seoul National University Hospital also plans to hold a personnel committee meeting soon regarding its doctor, Mr. C.
These disciplinary procedures are in accordance with the judgment of the Anti-Corruption and Civil Rights Commission last July. The Civil Rights Commission determined that Representative Lee’s transfer to Seoul by helicopter after being attacked in Busan on January 2 was a privilege, and that the doctors at Seoul National University and Pusan National University Hospital involved in this violated the code of conduct for public officials and are therefore subject to disciplinary action.
On the other hand, there are no sanctions against politicians related to the issue. The Anti-Corruption and Civil Rights Commission terminated the case against Representative Lee and Chun Jun-ho, the party leader’s chief of staff at the time, citing the absence of regulations as ‘there is no code of conduct applicable to members of the National Assembly.’
According to the resolution of the Civil Rights Commission at the time, Seoul National University Hospital asked, “Can the surgery be performed at Pusan National University Hospital?” but Pusan National University Hospital responded, “We hope that the patient and guardian will receive the surgery in Seoul.” In the end, the doctor at Pusan National University Hospital called the 119 emergency helicopter, and CEO Lee underwent surgery at Seoul National University Hospital 5 hours and 18 minutes after the attack in Busan.
Rep. Seo pointed out, “This precedent has put on-site medical staff in a dilemma,” and added, “Related regulations must be clearly reorganized to ensure that emergency helicopters are dispatched only when medically necessary.”
