According to ANRAC data, this involves 2,837 authorisations for 2,659 farmers for the activity of growing and producing cannabis compared to 430 authorisations in 2023 and 192 authorisations for 98 operators compared to 291 authorisations for 138 operators in 2023.
The 192 authorisations are divided between 60 authorisations for the processing activity, 49 authorisations for the marketing activity, 39 for the export activity, 24 for the seed import activity, 18 for the transport activity, 1 authorisation for the seed export activity and 1 authorisation for the activity of creation and operation of nurseries.
The Agency emphasizes that the 98 operators benefiting from these authorizations are divided between 23 cooperatives, 51 companies and 24 individuals.
Since the beginning of the current year, ANRAC has certified 7.3 million cannabis seeds on the basis of 26 import authorizations granted by the National Office for Food Safety (ONSSA) for an area of 1,164 hectares in favor of 100 production cooperatives bringing together 1,520 farmers.
Since the beginning of 2024, the Agency has also authorized the use of 1,634 Qx of local cannabis seeds, Beldia, on the basis of the 106 authorizations for the use of Beldia seeds granted by ONSSA for an area of 1,916 Ha in favor of 106 production cooperatives bringing together 1,816 farmers.
The use of the Beldia variety was authorized in 2024 on an area of 1,916 Ha for production cooperatives, based on the first results recorded from the study launched with the National Institute for Agronomic Research (INRA) on the characterization of the local Moroccan variety, Beldia.
ANRAC has also set up, in consultation with ONSSA, a protocol with precise and specific conditions to lock in the use of this variety in compliance with regulatory provisions.
The said conditions concern in particular the formulation by the president of the production cooperative bringing together only farmers authorized by ANRAC, of a request to ONSSA and ANRAC by which he requests the use of cannabis seeds of the variety “Beldia”, and the commitment of the production cooperative to keep a traceability register of cannabis seeds of the variety “Beldia”.
They also concern the commitment of the operator concerned by the production sales contract to purchase the entire production collected from farmers, authorized by ANRAC and members of the production cooperative concerned, who have cultivated the local variety “Beldia” and the commitment of the operator concerned to establish and present to ANRAC a commitment to conclude a contract with a pharmaceutical industry to sell it all the extracts of the plant having a THC content greater than or equal to 1% in accordance with the provisions of Law 13-21 relating to the legal uses of cannabis.
This also involves the commitment of the operator concerned to destroy all plant extracts with a THC content greater than or equal to 1% at the end of the processing operation for industrial purposes, leaving only the extracts with a THC content.
The same applies to the commitment of the operator concerned to present to ANRAC the results of analysis carried out by a laboratory recognised by the Agency justifying that the THC content of the production at the end of the processing phase from the “Beldia” variety subject to the request of the cooperative concerned is less than 1%, according to the Agency.
