The ubiquity of cars running on alternative fuels, including electric vehicles, will force states to carry out radical reforms and introduce payments for the use of each kilometer of roads or excise taxes on gas and electricity, the assistant said at the forum “Innovative technologies and intelligent transport systems in road construction” Russian President Igor Levitin.
According to Levitin, opinions are now being expressed that the transition to cars running on gas or to electric cars will lead to a reduction in the cost of fuel. The presidential aide expressed disagreement with such statements. He explained that now there are no excise taxes on gas and electricity. Accordingly, if everyone starts to use them, then you should think about how to maintain and build highways.
“Either we will have to introduce an excise tax, and then the cost of alternative fuels will be exactly the same as today for gasoline, or now the whole world will think about a radical reform of payments and fees for the use of roads in general. That is, we are talking about the format of user-per-kilometer payments. That is, then there will be no excise tax, but each kilometer will be calculated, and already a person who has a car will understand whether to go by car or use public transport, ”the official said.
When switching to alternative fuels, it will be necessary to decide what to do with the road fund, Levitin emphasized. In the absence of excise taxes, the maintenance of the highways will actually be transferred to the population, he added.
Earlier, the analytical agency Avtostat reported that the volume of the market for new electric vehicles in Russia in the first five months of 2021 increased seven times compared to the same period last year. Thus, 650 such vehicles were purchased in the country. It is also more than five times higher than the values of the dock for January – May 2019.
