A proposal aimed at supporting purchasing power. Rebel MP Aymeric Caron has tabled an amendment to the 2025 budget aimed at “reducing the costs of animal care for homes and shelters.” In total, approximately 3,650 amendments to the finance law were presented by deputies. “We must finally talk about the issue of pets,” he told the National Assembly on Thursday.
Aymeric Caron started from a simple observation: in his opinion, pet owners spend too much money on caring for and feeding them, on average 900 euros a year. To reduce this amount, the elected representative of the 18th district of Paris proposes in particular a tax credit of 30 euros per month and per animal for those who own a dog or a cat.
VAT reduction
Aymeric Caron also proposes to reduce VAT to 5.5% on various hygiene, veterinary and food products, such as kibble. Shelters and animal protection associations would even benefit from a total exemption from VAT. Finally, the left-wing deputy would like to increase the family quotient by one eighth per dog and per cat. These measures would “help families” and “allow SPA to finance 15 shelters,” he assured X.
To defend his project, the elected representative underlined the benefits for the owners in terms of health. “All studies have shown that living with a cat or dog is very beneficial for your health. In fact, we are reducing the social security budget because we contribute to the good health of the French by allowing them to take care of their animals,” he boasted.
A proposal moderately accepted in the ranks of the National Assembly, several parliamentarians – including from the left – denounce an “extremely expensive” measure. These amendments will probably be rejected during the budget debate but for Aymeric Caron “it is a way to start the debate”, while the topic is “so far ignored by parliamentarians”.
