The Libyan House of Representatives confirmed that the government it appoints will be the sole executive authority in the country until a unified government is elected, and that the Speaker of the House will be the Supreme Commander of the Army..

The first article of Resolution No. 9 of 2024, dated September 19, 2024, “that the national unity government is considered to have expired in accordance with Resolution No. 10 of 2021 from the House of Representatives regarding the withdrawal of confidence, and the Libyan government that emerged from the House of Representatives is considered to be the only executive authority in the country.”

Regarding the second article, it orders: “The Speaker of the House of Representatives is the Commander-in-Chief of the Libyan Army in accordance with the provisions of the Declaration of the Constitution.

Although Article Three provides that “the provisions of the decision shall be implemented from the date of their issuance, and all provisions that conflict with each other shall be revoked and published in the Official Gazette.”.

The Speaker of the House of Representatives, Aguila Saleh, said on August 13, that 50 representatives submitted a memorandum to end the term of the government of Abdul Hamid Dabaiba, and to consider the government appointed by the House of Representatives, led by Osama. Hammad, as “the legitimate government.”.

The representatives also proposed in their memorandum to withdraw the title of Supreme Commander of the Army from the President’s Council, and give the title to the Speaker of the House of Representatives, during a parliamentary session that would be held on the same day..

Aqeela revealed at the time that the representatives who attended the session voted to pass the memorandum and approved it unanimously..

For its part, the National Unity Government in Libya, led by Abdul Hamid Al-Dabaiba, confirmed that it derives its legitimacy from the Libyan Political Agreement included in the Constitutional Declaration..

He declared in a statement his full commitment to the results of the Constitutional Declaration, which specifies the need to hold presidential and legislative elections to end the long transition period..

The Dabaiba government also considered that these decisions and statements issued by the Speaker of the House of Representatives are only political positions that do not bind the government in anything, but that they consider them to be a form of guaranteed freedom of expression..
