Tribune. In France, 8 million people, according to INSEE, are still deprived of computer equipment at home and are far from ever more dematerialized essential services.

Faced with this alarming observation, we see a glimmer of light, good news! Local authorities now have a new lever to fight the digital divide on their territory, since the donation of reformed equipment to associations of general interest, authorized by decree (n° 2022-1413), has just been published in the Official newspaper.

The law now allowing communities to deploy a new weapon to fight against the digital emergency, we believe that there is no time to lose and appeal to all municipal, inter-municipal, departmental and regional communities: let us seize together this opportunity to support local solidarity reuse sectors throughout France!

A major obstacle

A low-end computer, essential for most procedures, costs on average the equivalent of one month of active solidarity income (RSA). For people combining social insecurity and digital insecurity, it is a major obstacle to job search, access to rights, health and all day-to-day procedures.

However, the government’s Public Action 2022 plan aims to dematerialize 100% of administrative procedures by the end of the year. There is therefore an urgent need to change scale in the provision of equipment at a solidarity rate in the territories.

This new decree can lead us there. Taken in application of article 178 of law n° 2022-217 of February 21, 2022, it sets solidarity prices for the resale of reformed computer equipment and transferred free of charge to certain associations by the administrations. Local authorities with more than 50,000 inhabitants will have to put in place a responsible digital roadmap by 2025. They will also have to promote sustainable and local management for the purchase and end of life of their digital equipment and raise awareness among citizens to digital environmental issues and digital inclusion.

Local integration jobs
