This year, the number of local government civil servants increased slightly, but the number of organizations such as departments, bureaus, and divisions increased by about 100.

According to the ‘Statistics on Local Government Staff and Organizations as of the End of June 2024’ released by the Ministry of the Interior and Safety on the 10th, the number of local government civil servants as of the end of June this year was tallied at a total of 382,925, an increase of 0.05% (180 people) from the end of last year.

In line with the Yoon Seok-yeol government’s policy of reducing the public sector, the number of local government civil servants is expected to remain frozen starting this year.

The number of local government civil servants increased by an average of 12,705 (3.7%) per year from 2017 to 2022, but only increased by 2,366 (0.6%) last year and 180 in the first half of this year.

The Ministry of Public Administration and Security discloses the number of civil servants, labor cost ratio, etc. based on statistical data surveyed at the end of June and December each year.

By local government, the average number of civil servants in metropolitan areas was 7,350, and in basic areas, the average was 1,141. Among metropolitan areas, Seoul had the most civil servants, with 19,163. Sejong had the fewest (2,608). Among basic local governments, Changwon had the most civil servants (5,274), and Ulleung had the fewest (413).

By occupation, general positions accounted for the majority at 304,951 (79.6%), followed by firefighters at 66,059 (17.3%), researchers and guidance positions at 9,209 (2.4%), and others (special positions, education positions, etc.) at 2,706 (0.7%).

The average number of residents per civil servant was 139 by city and province. The region with the highest number of residents per civil servant was Gyeonggi (210 people), and the region with the lowest number of residents per civil servant was Gangwon (69 people). The average number of residents per city, county, and district was 183. The highest was Seo-gu, Incheon (449 people), and the lowest was Ulleung (23 people).

Unlike the number of civil servants, which is virtually frozen, the number of administrative organizations such as bureaus, divisions, and departments increased by 121 (1.4%) from last year to 8,659.

In particular, it was found that the number of organizations at the director level (regional 3rd grade, basic 4th grade) increased by 26 in the first half of this year.

The Ministry of the Interior and Safety explained that this was due to the abolition of the upper limit on the number of departments, bureaus, and headquarters organizations according to the local government organization personnel regulations in March, which led to the liberalization of the establishment of director-level organizations.

The Ministry of the Interior and Safety plans to disclose additional numbers of high-ranking organizations (director-level or higher) in the future and improve the disclosure method so that the organizational size can be compared between organizations with similar population sizes. In addition, it plans to disclose the trend of changes over the past five years so that the status of yearly increases and decreases by major indicator can be easily confirmed.
