Medical organizations will continue to work, including private clinics, courts, as well as institutions that ensure the functioning of infrastructure, continuous-cycle enterprises and a number of other organizations. The ban on work is being introduced for beauty salons, fitness clubs, swimming pools, dry cleaners, tire changers, car services, cinemas and others. Theaters and museums can be visited using QR codes. Mass events are prohibited without the approval of Rospotrebnadzor.

The Moscow schoolchildren began their holidays on October 28. In kindergartens, only groups on duty will work for those who have no one to stay at home with. Most Moscow universities are moving their work online, students will study on their own.

In the Moscow region, catering will also not work (it is allowed to work as a take-away), retail facilities, organizations from the service sector, sports, culture and entertainment. A curfew is being introduced in Khakassia. In Khakassia, Kaliningrad, Rostov, Smolensk regions there will also be restrictions on the operation of enterprises. There is a curfew in Khakassia and public transport has been stopped.
