Boris Johnson was just swimming laps in the hotel pool in the Rwandan capital Kigali on Friday morning when the urgent call came in from London. The day before, the British ruling party had lost two by-elections for the House of Commons, which was hardly surprising given the island’s political climate. The London caller, however, came up with real news: party chairman Oliver Dowden wanted to announce his resignation to the boss. You can’t just carry on with “business as usual,” the former arch-loyalist wrote later in his resignation letter to the prime minister: “Somebody has to take responsibility.”
