First, regarding the rampant sexual harassment behavior in various universities, both those that are revealed to the public and those that are resolved secretly within the university on the grounds of institutional disgrace.

The second issue is the understanding of higher education organizers regarding the inclusiveness of higher education implementation, which is also a fundamental problem.

Thus, the abuse of power relations in the implementation of higher education, both in terms of learning and academic services, has the potential to give rise to sexual harassment and violence.

The third issue is the difficulty of handling the problem of sexual harassment in higher education institutions because it often involves high-ranking officials, influential people, or important people at the university.

So that the internal parties who handle it are not strong enough and brave enough to follow up on reports of sexual harassment that occur in universities.

This was highlighted by the administrator of LPT PBNU Mustadin Taggala in a discussion with the Ministry of Education, Culture, Research and Technology in the planned revision of the Minister of Education, Culture, Research and Technology Regulation concerning the Prevention and Handling of Sexual Violence Number 30 of 2021 which took place on the 2nd floor of the Ministry of Education, Culture, Research and Technology (9/7/2024).

Mustadin said that the regulations that had been ratified by the Minister of Education, Culture, Research and Technology were good enough, but needed to be improved, including several things.
