The 6,552-strong regional security contingent brings together multiple law enforcement branches and community volunteers.
- 3,284 personnel from the Philippine National Police
- 2,098 force multipliers
- 1,170 personnel from other law enforcement agencies
Security operations will concentrate on high-traffic locations detailed in regional police reports, including cemeteries, memorial parks, columbaria, places of worship, major thoroughfares, transport terminals, and tourist destinations.

Transport Agencies Run Inspections
The Land Transportation Office Region 6 (LTO-6) initiated its enforcement teams and deputized personnel starting October 23, setting up operations that will run through November 4. LTO Chief Markus Lacanilao inspected passenger buses at Cubao in Quezon City and the Parañaque Integrated Terminal Exchange alongside the Philippine Coast Guard, confirming that all 27 inspected bus terminals passed agency reviews.
The agency structured its operations into two distinct phases to manage traffic patterns. The first phase ran from October 23 to October 27, focusing on pre-Undas preparations, outbound terminal inspections, and random drug testing for public utility vehicle drivers. The second phase runs from October 28 to November 4, shifting focus to holiday cemetery visits and the return travel rush.
Enforcement Targets Illegal Operators
Regional transport enforcement includes a crackdown on illegal public transport. LTO-6 teams are intensifying operations against colorum vehicles operating without government authorization during the holiday demand. In addition, the agency activated Oplan Isnabero,
a campaign targeting taxi drivers who refuse passengers, charge excessive fares, or engage in other unlawful practices.
LTO-6 Regional Director Gaudioso P. Geduspan II and Assistant Regional Director Jeck D. Conlu finalized the regional enforcement priorities alongside Regional Law Enforcement Section Chief Jetster T. Mandadero. Their planning follows directives issued by LTO Chief Assistant Secretary Markus V. Lacanilao under the guidance of Transportation Secretary Giovanni Lopez.
Officials Issue Safety Directives
Regional police director Brig. Gen. Randulf Tuaño emphasized the necessity of early coordination with local government units and partner agencies to maintain order during the holiday observance.
We understand that Undas is significant to every Filipino family because it is their time to remember and visit their departed loved ones. It is our wish for them to have a peaceful visit and come home safe.
Brig. Gen. Randulf Tuaño, PRO-6 Director
Authorities have established 265 police assistance desks across Western Visayas to support travelers.
