Berlin – Public contracts should be awarded on a small scale in order to primarily take into account the interests of medium-sized companies. This is what the law against restraints of competition provides. In Berlin, however, large construction contracts are increasingly being awarded to so-called general contractors who provide all services from a single source. The Chamber of Architects criticizes this. As a current example, she refers to a tender by the state-owned housing association Degewo. In a tender for the next four years, the company is looking for “two to three general contractors” who, according to a framework agreement, are to build 300 to 450 turnkey apartments per year – “including outdoor facilities”, as they say.
