The Lula government faces growing concern regarding the influence of Senator Davi Alcolumbre (União Brasil-AP) in the Federal Senate. Dissatisfaction among parliamentarians from the government base, due to unfulfilled promises by the Palácio do Planalto, has generated tensions and created challenges for the PT administration in the second half of this year.

If the first semester was marked by a honeymoon between the government and the Senate, the scenario has become colder in recent months. Now, there is fear that, if the promises made to the National Congress are not fulfilled, the Planalto will face greater difficulty in approving projects in 2024.

Senator Davi Alcolumbre seeks to position himself as the successor to Rodrigo Pacheco (PSD-MG), current president of the Senate. Alcolumbre has demonstrated loyalty in defending the interests of senators from the government base, occupying the presidency of the Constitution and Justice Commission (CCJ), considered the most relevant commission in the House.

As president of the CCJ, Alcolumbre plays an important role in facilitating or hindering the processing of government projects in the Senate. Recently, he delayed the hearings of those nominated to the Superior Court of Justice (STJ) by a month, demonstrating his power of influence over the agendas.

Alcolumbre is often considered the “temperature of the Senate”: when agendas flow without obstacles in the CCJ, this indicates satisfaction among senators. However, the delay in analysis signals discomfort among parliamentarians.

The senator alerted government organizers and President Lula himself about the need for greater involvement in negotiations with senators.

He argued that promises made by Planalto are often not fulfilled, despite Lula’s assurance that all agreements have been honored.

Alcolumbre highlighted that government allies make promises in Lula’s name, creating distrust among senators.

Given this context, Alcolumbre suggested that President Lula intensify his participation in the negotiations to avoid misunderstandings and guarantee the implementation of the promises made by the government.

The senator emphasized that 2024 will require a different stance from the government in relation to 2023, with the need to release amendments more quickly and resolve issues related to the distribution of positions.
