Last April, between the 17th and 23rd, the Directorate General of Traffic carried out a surveillance and control campaign focused on speed during which agents from the Traffic Group of the Civil Guard established 2,838 speed control points in which a total of 792,338 vehicles were controlled.

Of the total number of controlled vehicles, 45,220 drivers (5.7%) were reported for driving at a speed higher than the permitted speed, one tenth more than in the previous campaign of July 2022. If we take into account the type of road, something More than 57% of those denounced (25,903 drivers) were driving on conventional roads, 17,621 on highways or dual carriageways and 1,696 on crossroads.

In the criminal sphere, 11 of the reported drivers committed a crime against road safety and were brought to justice for exceeding the speed allowed on the road by more than 80 km/h, as stated in the Penal Code.

To these results we must add the controls that the different regional and local police forces carried out in their field of competence, a very important collaboration since, in this way, the message of respect for the established speed limits is unified, regardless of the road through which it circulates.

Record fines in Madrid

In this line, Associated European Motorists has analyzed the fines imposed in Madrid, and according to their data, during the past year traffic complaints in the capital increased by 34%, compared to those formulated in 2021, with a “record” turnover. of 337 million euros.

The Madrid City Council sanctions, with these records, five drivers every minute. As in previous years, most of the offenses committed in the city of Madrid have nothing to do with road safety (speed, traffic lights, alcohol and drugs, use of the telephone, helmet or seatbelt), but rather with mobility, since 45.2% of the complaints made (1,222,305 complaints) refer to parking lots and 29.9% are for unauthorized access to low emission zones (807,810): Downtown District, Plaza Elíptica and inside the M-30 and the M-30 itself. (See attached chart).

However, the report of AEA It stands out that it is precisely the offenses that directly affect road safety that have increased the most: passing a red light (65%); not using a helmet (67%) and alcohol or drug use (25%).

Regarding the complaints made for speeding, the AEA report indicates that the municipal radars made approximately the same number of complaints as the previous year (485,255 compared to 484,100), being the radar section of the A-5 (Batán) the most active, with 72,652 complaints. (see Top Ten of the most crowded radars).

Regarding the amount of the fines, the AEA report reveals that throughout 2022 the Madrid City Council increased their average amount by €27, going from €98 to €125, which explains the significant increase in billing in a 70% Disproportionate volume of complaints to .balance the budget-

In view of these data, AEA considers the volume and amount of the complaints made in Madrid unjustified, which leads us to suspect that the traffic fines in the capital are not fulfilling a deterrent and corrective purpose of infringing conduct in terms of traffic.

In the opinion of the president of AEA, Mario Arnaldo, “the Madrid City Council has turned traffic fines into another tax and has created, under the banner of mobility and road safety, a sanctioning machinery to level municipal budgets.”
