Héctor Martínez resigned from the management of the José Carrasco Arteaga Hospital of the IESS in Cuenca, after just two weeks in office.

In his resignation letter addressed to Érika Charfuelán, General Director of the IESS, Martínez explained that he was forced to resign due to slander and threats from unidentified persons who hindered the development and governance of the hospital, seeking chaos and political prominence.

Martínez stressed that during his brief tenure, he faced situations that affected the image of social security and eroded the reputation of the hospital’s professionals. The hospital has been at the center of controversy, starting with a family’s complaint about an operation on the wrong leg of a minor, followed by another mother’s complaint about an unnecessary surgery on her daughter for a non-existent tumor.

These incidents led the five Azuay assembly members to initiate an oversight process, which includes Rosa Argudo, the top union leader of the IESS, who admitted having three children and two nephews working at the institution. This caused the IESS to initiate an investigation into Argudo.
