Manchester City Faces Potential Expulsion After Guilty Ruling on 114 Charges

Manchester City reportedly faces potential expulsion from the Premier League after an independent panel found the club guilty of 114 out of 115 financial charges. The case follows a multi-year investigation into alleged commercial and sponsorship revenue breaches spanning the 2009–18 seasons.

An independent tribunal has reportedly reached decisions on Manchester City’s 115 financial charges according to reports analyzing the case. Sources indicate that an independent commission ruled the club guilty on 114 of the 115 counts brought forward after a four-year investigation.

Origins of the 115 Premier League Charges and Der Spiegel Leaks

The regulatory action stems from documents originally published by German newspaper Der Spiegel, which featured leaked emails and documents purportedly sent between top executives following the club’s 2008 Abu Dhabi takeover. The leaks alleged that Manchester City inflated sponsorship revenue from state-owned airline Etihad and state-controlled telecoms firm Etisalat. Investigators claimed these deals disguised direct funding from holding company Abu Dhabi United Group as commercial income to circumvent UEFA’s Financial Fair Play rules introduced in 2011 and Premier League Profit and Sustainability Rules brought in 2012.

Additional allegations centered on secret off-the-books payments made to then-manager Roberto Mancini via consultancy fees through a club in Abu Dhabi, alongside claims that players received extra money outside official accounts to underreport spending. City consistently maintained that Abu Dhabi United Group is a private fund rather than an arm of the state, rejecting the leaked documents as illegally obtained in an attempt to damage the club’s reputation.

Manchester City Response and the Premier League Stand

While the Premier League declined to comment on the tribunal findings, Manchester City emphasized that the regulatory process remains uncompleted. A club spokesperson told journalists that the proceedings are ongoing under strict confidentiality.

“The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality. As such Manchester City FC’s position remains consistent with the club’s statement of February 2023,”

The spokesperson added that the club has diligently respected due process for eight years on the basis the Premier League board and executive would behave as an independent, impartial and fair minded regulator, free from partisan influence.

Possible Sanctions and the Appeals Process Under Section W

With penalties yet to be officially determined, punishments outlined in Premier League rules range from financial fines and significant points deductions to suspension or total expulsion from the competition. Unlike other sporting bodies, the Premier League does not maintain a rigid schedule of pre-set sanctions for financial breaches to prevent clubs from calculating rule violations in advance.

If any breaches are formally upheld, Manchester City is expected to mount an appeal within 14 days of judgment under Section W of Premier League rules. Any challenge would be heard by a new three-person commission. An Appeal Board is appointed by independent judicial panel chair Sir Gary Hickinbottom. Crucially, arbitration under this process cannot be taken to the Court of Arbitration for Sport, distinguishing it from City’s successful 2020 appeal against UEFA penalties.
