The National Justice and Peace Coordinator of the Attorney General’s Office, in her intervention, made it clear that the designation of Mancuso as peace manager by the National Government should not compromise the duties assumed with the victims within the framework of transitional justice.
In a public hearing under the gaze of a judge from the Justice and Peace Jurisdiction, the request for probation for Salvatore Mancuso, former paramilitary leader, was debated.
It was highlighted that the essence of the Justice and Peace process lies in the attention and recognition of the rights of the victims.and any measure taken in relation to ex-combatants must ensure the safety and non-revictimization of those who suffered the armed conflict.
The The Attorney General’s Office emphasized the need to impose mobility restrictions to Mancuso if he is granted probation, to ensure that he has no contact with the areas where the victims reside. Failure to impose these restrictions, they noted, would constitute an affront to the rights of victims and could expose them to a risk of revictimization.

Besides, It was recalled that Mancuso has already been subject to similar measures in the past, when he was prevented from traveling to certain regions of the country where he had committed crimes.a measure that proved effective in protecting the affected communities.
Regarding the request for probation, it was indicated that this issue has been previously discussed in the Justice and Peace Chamber of the Bogotá Court, where it was determined that Mancuso met the requirements to access this measure. However, it was clarified that the process for his release will not be immediate, since he must be made available to the Justice and Peace chambers of Bogotá and Barranquilla, where he also faces judicial proceedings.
Finally, it was highlighted that the presidential resolution that designates Mancuso as peace manager does not impose any obligation on the judicial authorities and that they must act with independence and autonomy in making decisions within their respective jurisdictions.
