The State Duma at its plenary session on Wednesday, December 22, adopted in the third reading a law abolishing the mandatory technical inspection in Russia. Accordingly, from now on, the owners of personal cars and motorcycles will no longer need to undergo a technical inspection and receive a diagnostic card to issue a compulsory motor third party liability insurance policy (OSAGO).

Nothing changes for commercial vehicles

Inspection will remain mandatory for commercial vehicles, including taxis, buses, trucks, as well as for personal vehicles used for business purposes. Owners of vehicles over four years old will also need to go through the procedure when selling and registering them.

The document may come into force as early as January 1, 2022. The abolition of the vehicle inspection is expected to directly affect approximately 50 million car owners in Russia.

Law on criminal punishment of reckless drivers passed

In addition, the State Duma deputies immediately adopted in the second and third readings a law on criminal punishment for dangerous driving. Violators of traffic rules now face a sentence of up to two years in prison for driving into the oncoming lane or speeding.
