Marco Rubio Skips New Delhi for Mumbai During India Visit

United States Secretary of State Marco Rubio is visiting India during his upcoming diplomatic tour, choosing instead to hold talks in Mumbai with Indian External Affairs Minister Subrahmanyam Jaishankar and visit an oil refinery in Jamnagar.

Why Marco Rubio Is Skipping New Delhi for Mumbai and Jamnagar

United States Secretary of State Marco Rubio has touched down on an itinerary that deliberately omits India’s capital while keeping its focus squarely on economic hubs. Rather than heading to New Delhi, Rubio is scheduled to meet Indian External Affairs Minister Subrahmanyam Jaishankar in Mumbai before traveling west to Gujarat.

The scheduling choice immediately drew sharp reactions from domestic political figures in India. Opposition leaders took to social media to criticize the optics of the itinerary, with Rahul Gandhi suggesting the visitor had taken a jibe at the Modi government, while the Ministry of External Affairs called it normal. India’s Ministry of External Affairs, however, has maintained that the arrangement is entirely normal.

Before arriving in India, Rubio attended a ministerial meeting in Samarkand, Uzbekistan, engaging with leaders from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan alongside a commercial delegation of more than 200 business executives. State Department officials emphasized that the Central Asian tour aimed to strengthen long-term economic and security partnerships in a region historically overlooked by Washington. At the same time, the secretary’s broader travel schedule has faced scrutiny from critics arguing that top diplomats should prioritize active international crises rather than relationship-building tours. The State Department pushed back on such assessments, maintaining that Rubio’s travel agenda is driven directly by presidential foreign policy priorities and that special envoys like Steve Witkoff, Jared Kushner, and Tom Barrack handle separate pressing matters.

What the Jamnagar Refinery Visit Means for U.S. Fuel Prices

Behind the travel itinerary lies an urgent domestic economic challenge for the Trump administration: soaring diesel prices at home right ahead of the November midterm elections. With American truckers, farmers, and shippers facing severe cost pressures, Washington is looking closely at external refining capacity. International energy agencies have warned that tight market constraints on diesel will likely keep prices elevated.

Rubio’s destination in Gujarat is the world’s largest single-site refinery complex, operated by billionaire Mukesh Ambani’s Reliance Industries. The massive complex processes 1.4 million barrels of crude per day. Furthermore, Reliance has emerged as a major buyer of Venezuelan crude outside the United States.

This time the Secretary [Rubio] will be going to Mumbai, and he will have a lot of meetings there. He will also be going to Jamnagar, where he will meet some of the folks at Reliance. Reliance is one of the biggest oil refinery companies in the world…

President Donald Trump previously announced a $300 billion project with Reliance that will come up in Brownsville, Texas.

The visit provides an opportunity to cement commercial ties that highlight domestic job creation.

What Remains Unresolved in U.S.-India Trade Discussions

As commercial delegations and diplomatic channels continue to intersect, analysts emphasize that institutionalizing defense-industrial cooperation and accelerating existing bilateral frameworks will remain central to navigating ongoing volatility between the United States and India.
