Mark Carney and Doug Ford Reject US Election Interference Claims

Prime Minister Mark Carney dismissed U.S. election interference allegations from Washington on Friday, calling the claims unsubstantiated as diplomatic and trade tensions between the two allies deepen ahead of the November 3 midterm elections.

The friction centers on a fact sheet released by the U.S. embassy on October 21. Washington accused Canadian politicians of attempting to influence American politics, pointing to opposition against President Donald Trump’s tariff campaign and listing nine specific instances of alleged meddling.

Speaking to reporters during a news conference in Istanbul on Friday, Carney pushed back sharply against the claims. There is no merit to these claims, so I’ll call it out that way, the prime minister said, maintaining that Canadian officials were simply engaging in regular diplomatic activities with American stakeholders.

All of our actions are in the interests of Canadian workers, Canadian families and the future of this economy.

Ontario Premier Doug Ford similarly rejected the suggestions, declaring that he had no interest at all in interfering in American elections.

U.S. Ambassador Pete Hoekstra stated that Washington is closely watching Canadian activities because some of them could be inferred to be election interference from their perspective of viewing elections. Between the years 2012 and 2024, at least 11 individuals from Canada faced criminal charges or received sentences for offenses tied to electoral events. Peter Navarro, a top trade adviser to U.S. President Donald Trump, previously told Canadian lobbyists to get the hell out of the United States. According to the embassy’s memo, Ottawa downplays the threat of potential meddling, despite the fact that provincial leaders and federal ministers openly outline strategies to sway U.S. politics through public appearances and official documentation. The document concluded with a warning that all Canadians should refrain from attempting to participate in or influence U.S. elections in any way, stating that Americans decide America’s elections.

Global Affairs Canada Restricts Diplomatic Contact

Global Affairs Canada directed foreign service personnel in the United States to avoid meeting with or attending events featuring midterm candidates amid the escalating rhetoric.

The directive follows remarks by U.S. Ambassador to Canada Pete Hoekstra, who stated in a podcast interview that Washington was closely watching Canadian activities for potential electoral interference ahead of the November vote.

Prime Minister Mark Carney noted that the Department of Global Affairs, well in advance of these allegations, had been reminding its staff and diplomats to avoid meetings that could be exploited to feed unsubstantiated allegations targeting Canada. Carney said Global Affairs has told its diplomats to be careful whom they are even seen with physically in the same place to avoid feeding these accusations. Wednesday saw the U.S. diplomatic mission in Ottawa publish a briefing note claiming that the federal administration is ignoring risks surrounding prospective meddling in the American midterm votes. Hoekstra said during an interview on a podcast that he was monitoring for signs of Canada trying to meddle in the U.S. midterms, warning that if some of it becomes election interference then America will respond to it.

Tariffs and Retaliation Fuel Strains

The dispute unfolds against the backdrop of an ongoing trade conflict between the two nations. The Trump administration has implemented tariffs on Canadian goods, prompting Canada to respond with countermeasures.

The U.S. fact sheet specifically cited counter-tariff strategies championed by Industry Minister Mélanie Joly and Ontario’s anti-tariff advertising campaign. Carney argued that American levies had upended a decades-old economic relationship and raised costs for families.

Janice Charette noted during a Toronto Global Forum discussion that she doesn’t see Canada going back to a tariff-free existence.

The U.S. embassy pointed to Liberal MP Anthony Housefather canvassing for a Florida Democrat during a primary vote earlier this year, specifically noting his campaigning for U.S. Representative Debbie Wasserman Schultz ahead of her Democratic primary. The fact sheet also highlighted Canadian Consul General Bernadette Jordan appearing with Democratic representatives, as well as Ontario’s anti-tariff billboard campaign launched in March 2025 and aimed at informing Americans in mostly Republican-voting states and Washington, D.C. Following accusations from the Trump administration that she intended to sway American politics, Industry Minister Mélanie Joly noted in statements to the press that she frequently connects with politicians from both the Republican and Democratic parties. Joly defended her actions by stating she meets with governors and potential presidential candidates to attract investments and build good news of investments by different American companies to Canada.

Unresolved Questions Remain Over Future Trade Negotiations

Neither the Prime Minister’s Office nor the U.S. State Department has clarified whether formal trade negotiations will resume before American voters go to the polls on November 3. Carney acknowledged that he can’t predict what the United States is going to do.
