Market lobby works and Tarcísio must veto ‘pets’ PL’

Governor Tarcísio de Freitas (Republicans) is inclined to veto the project that prohibits the sale of dogs and cats in pet stores
and establishes a registry for animal breeders. The text should arrive at Palácio dos Bandeirantes next week and the decision should be made by the beginning of October.

Sources told the column that Tarcísio met with confederations and representatives of large companies to hear demands about the project. The governor would have been pressured to veto the text and heard that companies would be impacted by the measure.

The proposal, signed by deputy Rafael Saraiva (União Brasil), was approved by the Legislative Assembly of São Paulo (Alesp) at the beginning of last month. All 94 deputies were in favor of the project in a symbolic vote.

“The project regulates the sale of animals in the state. If the breeder is registered and inspected, we will give more dignity to these animals. Knowing the health of the places, vaccination, castration, inhibiting stray animals and curbing the crime of animal abandonment” .

“Inspection would be the responsibility of regulation by the governor, but I believe, in logical reasoning, that it would be carried out by the Department of the Environment.”

One of the meetings took place on August 25th at Palácio dos Bandeirantes. In total, seven entities participated in the meeting and highlighted the financial and employment impacts.

They also justified that the project violates the Constitution, especially regarding the right to property and free trade.

However, the president of the Ampara Animal Institute, Juliana Camargo, refutes the entities’ statements and highlights the need to protect animals and monitor breeders.

“The Ampara Animal Institute’s purpose is to guarantee life, dignity and respect for animals. We seek to defend a more just and ethical society and that is why we support the project as it represents a great advance in animal protection in the State of São Paulo. We hope that the Governor approves the PL and intercedes for the health and animal welfare of animals”, he stated.

This week, Saraiva met with the Secretary of the Civil House, Arthur Lima, and demanded approval of the project. The parliamentarian also asked for greater discussion on the project and wants to meet with Tarcísio to ask for the text to be sanctioned.

“I’m counting on the governor’s sensitivity and his technique, as he always says, and I hope he welcomes me to discuss the project further. There are important points in the proposal for it to be sanctioned,” said the deputy.

contacted Palácio dos Bandeirantes, which informed that the PL had not yet been delivered to the governor for analysis. They also informed that once the project is in the governor’s hands, he will have 15 working days to make a decision.
