A Cameroonian citizen based in London has just sent a letter to MP Marie Damdam, questioning her on the control of the C2D project (Debt Reduction and Development Contract) for the rehabilitation of the roads of Maroua, the execution of which raises questions. A look back at this citizen initiative which highlights gray areas.

In this correspondence dated February 7, 2024, Mr. Conrad Dieudonné Bébé Ndi welcomes in the preamble the commitment of the MP. The latter had in fact just denounced by letter on January 24 the worrying defects observed in the road works of the capital of the far North.

The duty of citizen control

Based on this observation, and endorsing citizen control of public action, Mr. Ndi invites the parliamentarian to dig deeper by asking the government to transmit 3 essential documents. Objective: to shed light on this project financed by the French Development Agency (AFD).

Three revealing documents?

The documents requested by the Cameroonian citizen are as follows: the letter of exemption from the Ministry of Public Procurement for the continuation of the work, the contract signed between the MINHDU and the RAZEL group, as well as the non-objection document from the AFD.

“Worrying aspects”

According to Mr. Ndi, these elements would reveal “concerning aspects” on the implementation of the 3rd C2D project carried out by the Ministry of Housing and Urban Planning (MINDUH), of which the works criticized in Maroua are part. Enough to enlighten public opinion on suspicions of mismanagement.

A political issue

The letter also does not fail to highlight the political issues of this affair. In a context of rising anti-Biya sentiment in Cameroon, such a project could play an “essential role” in strengthening the link between power and the northern regions. Hence the imperative for “total transparency” and concrete results, argues its author.
