Marrakech: presentation of a parliamentary guide for the protection of the Mediterranean Sea and its coastline

This guide, intended for parliamentarians serving in the Mediterranean region and in the European Parliament, as well as for the staff who assist them in the exercise of their functions, combines an analytical summary of the documentation of the United Nations Environment Programme/Mediterranean Action Plan (UNEP/MAP) system – Barcelona Convention.

It also includes the texts of the Barcelona Convention and its protocols, decisions adopted by the Contracting Parties and some elements of the reporting obligations (implementation reports), in addition to a desk study on parliamentary processes, drawing on relevant UNEP publications and other resources.

This document consists of two parts, the first of which is a didactic introduction that presents the legal and institutional dimensions of the UNEP/MAP-Barcelona Convention system, offering essential information and resources for further research.

The second part, for its part, consists of a manual which proposes a set of measures that parliamentarians can take in the exercise of their essential functions.

The non-perspective recommendations proposed by this manual are designed to serve as guidelines, advice and catalysts for further reflection and advanced efforts by parliamentarians working in the Mediterranean Sea region.

Initiated by the Chamber of Councillors and the Parliamentary Assembly of the Mediterranean (PAM), the Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf Region represents an ideal opportunity for parliamentarians and PAM founding partners to interact with political and economic actors from the public and private sectors, as well as with academia and civil society.

The organization of this second edition of the forum, whose work will continue this Friday, reflects the commitment of the APM in the process of strengthening parliamentary cooperation in order to create a more integrated and sustainable economic and financial zone between the Euro-Mediterranean countries and the Gulf countries.
