Baghdad / Obelisk Al-Hadath: The District Commissioner of Sinjar district, Nayef Sido, said that the situation in Sinjar will not be resolved through the (security agreement) concluded between the governments of the Kurdistan Region and Baghdad, indicating that the implementation of Article 140 of the Constitution will provide a radical solution to the situation in the region.
Nayef Sido mentioned during a televised interview that the return of the displaced to Sinjar from the areas affiliated with the district is not similar, for example: more than 60% of the displaced returned to Sinuni district, but when talking about Sinjar in general, and comparing the situation in the regions of “Karauzir” and “Siba”, the “Karzreik” complex, Tal Qasab and the mountain area of the district, the census changes completely.
He added that the situation differs from one side to another and from one region to another in Sinjar, which he confirmed that not even one family has yet returned to its home in the “Kirzirek complex” because the complex is completely destroyed. The same applies to the two regions of Tal Qasab and Tal Banat, the majority of the people have not yet returned to them. However, the situation in the north of Mount Sinjar is somewhat better, but in general, 60% of Sinjar’s population is still displaced and has not yet returned to their areas.
He believes that if the families are compensated and their homes are reconstructed, 50% of the displaced people will now return to their areas in the district.
He referred to the repercussions of the events of October 16, 2017 on the return of the displaced to Sinjar, and said: After these events, the headquarters of the Kurdistan Democratic Party did not remain in Sinjar, and a large number of the displaced now belong to this party, so there is a possibility that they will not return to the district, because they have no left. There is a headquarters and salaries in Sinjar, so the non-return of the displaced is due more to the factors of political conflicts and the economy.
And he went on to say that when the terrorist organization ISIS attacked, the regions of northern Sinjar, especially Sinuni district, remained for a short period of less than 5 months in the hands of ISIS, while the regions of southern Sinjar remained until 2017 under the grip of ISIS, pointing out that after the ISIS attack in 2014, various armed forces appeared. In Sinjar, there is now a government in every society.. In some areas there are Peshmerga forces, the Iraqi army, and the Popular Mobilization Forces, and in other areas they are controlled by the Sinjar Protection Units (Yibish), and in addition to these forces, there are local police forces and the federal police.
He continued: The implementation of this agreement represents a temporary solution to the situation, and in order to radically resolve the situation in Sinjar, Article 140 of the Iraqi constitution must be applied.
He concluded his speech by saying: Only in order to compensate the cases registered for the people of Sinjar with the Iraqi government, there is a need for about 40 billion dinars, but the number of cases is much greater and it is possible that compensation for their owners will require more than 100 billion dinars.
