This meeting was also an opportunity to review the progress of the implementation of projects approved during the period 2019-2023, and to present the achievements made for the benefit of target categories, in particular young people, rising generations and vulnerable groups.

Speaking on this occasion, the governor of the prefecture of M’diq-Fnideq, Yassin Jari, stressed that approximately 109 integrated projects and direct actions were programmed during the period 2019-2023, within the framework of three programs, with an overall budget envelope of 162.40 million dirhams (MDH), including 91.7 MDH as a contribution from the INDH, i.e. a leverage effect of 56%.

Mr. Jari specified that the reports produced by the ministerial sectors, partner institutions and associations, as well as the authority agents in their capacity as presidents of the local human development committees (CLDH), showed that the number of direct beneficiaries of these programs and projects reached 191,220 people, or 70% of the total population, which amounts to 269,927 inhabitants, noting that these projects benefited all the local authorities under the prefecture of M’diq-Fnideq.

He affirmed that the impetus of the desired dynamics through the implementation of the INDH projects is linked to the strong adhesion of all the actors within the framework of a participatory approach, stressing the need to continue the supervision of the implementation of the projects and to ensure their follow-up, in order to guarantee their completion within the set deadlines.

The Governor noted that the success of the 3rd phase of the INDH requires more mobilization and prospecting for the future, through the strengthening of the convergence between the programs of the Initiative and the other sectoral programs and action programs of the elected councils, and the development of a realistic vision of a multi-year plan that meets the objectives of human development and is based on the results of a territorial diagnosis, which takes into account the particularities of each municipality.

This meeting, the 3rd of the CPDH for 2023, was an opportunity to assess the impact of the projects carried out during this period on human development indicators, and to approve the projects proposed by the CLDHs, in particular the creation of an Addiction Center in Fnideq (6.1 MDH), the project of the House of the Artisan Woman in M’diq (1 MDH), the creation of a space for the benefit of rural women for the promotion of local products (600,000 dirhams), and the creation of a solidarity market in the craft village of Martil (1 MDH).

The approved projects also include the creation of an Oncology Center, the acquisition of a mobile social assistance unit, support for social programs for vulnerable groups and the financing of projects for productive cooperatives, women without a stable source of income and young people with job-generating projects, as well as support for socio-sporting activities.

On this occasion, the head of the social action division (DAS) at the prefecture of M’diq-Fnideq, Mohamed El Barkouki, indicated that the rate of completion of the 109 projects programmed during the period 2019-2023 exceeded 60%, while the commitment and performance rates reached respectively more than 98% and 88%, noting that the indicators achieved are very positive, compared to those recorded at the national and regional levels.

The official stressed that this meeting was an opportunity to examine proposals for new projects with a strong social impact, in this case the creation of an Addiction Center in Fnideq and a Reproductive Health Center, which will be carried out in partnership with the Ministry of Health and Social Protection.

This meeting was marked by the presentation of reports by partner institutions, in particular the sectors of education, health, vocational training and national mutual aid, and examples of pilot projects for self-entrepreneurs, which were supported within the framework of the 3rd phase of the INDH.
