The news was announced by the President of the Commission, Roberto Marti (Lega), who expressed “great satisfaction for the adoption of the text”, with the “maximum convergence of all political forces”. The new rules, which should come into force in 2025, provide for free enrollment in the first semester. However, criticism of the choice comes from the medical association. The process, however, is long and this year’s admission tests will continue as scheduled (28 May and 30 July).

What the text provides: free enrollment for the first semester

The reform of access to the Faculty of Medicine, as mentioned, provides that it will be possible to freely enroll in the first semester of Medicine and Surgery, Dentistry and Dental Prosthetics and Veterinary Medicine without passing a test. The disciplines in the biomedical, healthcare, pharmaceutical and veterinary areas will be identified which must then be passed for admission to the second semester. In case of non-admission, the training credits useful for changing faculties will be recognised.

“Transparency, equity, merit: it is on these principles that the government and the Ministry of the University want to reform access to medicine, combining the legitimate aspirations of students with the needs of the healthcare system. We know that in the coming years we will be able to train at least 30 thousand future new doctors, to whom we must guarantee quality preparation, especially attentive to the opportunities that new technologies offer in the medical field. We are working on a structured reform that overcomes the limited number and aims at training excellence and the valorisation of skills good road”, says Minister Anna Maria Bernini in the meantime.

Doctors’ Association: “Clearly against”

The Medical Association does not have the same opinion: “We are clearly against it, and this is absolutely not a rule of common sense: eliminating the restricted number in Medicine means that in 10 years, the time needed to train a doctor, we will have a plethora of graduates who will have no chance of finding a job as doctors. We will only produce unemployed people”, says the president of the National Federation of Orders of Surgeons and Dentists (Fnomceo), Filippo Anelli.

What happens now

But what actually happens now? The process now requires that any changes (amendments) be discussed already in the Commission, before the rapporteur presents the text to the Chamber for discussion. The timing is not yet known, but it does not seem that the bill will be approved in the short term and there is talk of an entry into force that could arrive in 2025-2026. For 2024, the dates of May 28th and July 30th remain for the Medicine test.
