Medics will be equipped with Russian tablets – Vedomosti

The obligatory provision of teachers and doctors of the ambulance with Russian tablets based on the domestic mobile operating system can be consolidated by a government decree already in March this year. This measure was included in the so-called second package of measures to support the IT industry, submitted to the profile Deputy Prime Minister Dmitry Chernyshenko. The copy of the document was reviewed by Vedomosti, its authenticity was confirmed by a person close to Yandex.

Such a measure was proposed by the Ministry of Finance, the press service of Chernyshenko specified.

The responsible departments for the execution of the decree will be the Ministry of Finance, the Ministry of Finance, the Ministry of Education and the Ministry of Health.

“In 2021, preparatory measures are underway, regulations are being prepared, the porting of existing Russian applications used by education and healthcare workers on the Aurora operating system (OS) is being carried out,” Deputy Head of the Ministry of Tsifra Andrey Chernenko told Vedomosti. “In 2022, we will begin to provide budgetary education and healthcare organizations with tablets with the Aurora OS with an appropriate mobile environment.”

“Aurora” is now the only mobile OS included in the register of domestic software. The rights to it belong to Rostelecom. In January of this year, Chernenko told Kommersant that the department plans to send 19.4 billion rubles. for the purchase of 700,000 Aurora tablets for doctors and teachers, as well as the development of applications for it. In addition, Aurora has already been installed on 360,000 tablets for the population census, which was planned for 2020 (postponed to 2021), and in 2017, 15,000 devices were purchased by Russian Post.

Previously, the class of “operating systems” in the registry was unified, but now it is divided into general-purpose operating systems, mobile operating systems, embedded operating systems, and real-time operating systems, explains a representative of one of the Russian developers. The mobile OS category is determined by the presence of a GSM driver, which only Aurora currently has, he says.

“It is difficult to find devices on which domestic operating systems will fully support all components (camera, gps, gyroscope, etc.), you can see this by looking at the relatively small list of devices that support the Aurora OS,” confirms the CEO of Basalt. »Alexey Smirnov. According to the official information published on the Aurora website, the OS runs on only eight devices – for example, the “industrial” secure smartphone MIG C55 (its retail price starts at 106 587 rubles) or the Aquarius NS 220 tablet.

Until now, medical institutions have not had restrictions on the purchase of foreign operating systems, says a doctor from the N.N. N. N. Blokhina Bakhodur Kamolov: “For example, in 2019, the cancer center made a large purchase of Acer monoblocks with Windows operating system, installed a local medical information system”. The transfer of all doctors to the new platform can lead to disruptions in their work, which is fraught with danger to the health of patients, the doctor warns. Now there are restrictions on purchases only for certain groups of special medical equipment, confirms Nikolai Zhukov, board member of the Russian Society of Clinical Oncology.

By proposing such measures, the state artificially creates a market for Russian software, in particular for Aurora, says Ivan Begtin, general director of ANO Infoculture: “They are not commercially viable and can exist as long as the state is pumping money into such products.”

If the state and business are ready to really go through the difficult path of creating a new platform, this can only be welcomed, says Karen Ghazaryan, director of the Institute for Internet Research: “We often came across the fact that such projects worked for some time, and then schools and hospitals were given money to maintain equipment forgotten. It is not enough just to distribute tablets to doctors and teachers – they need to be updated and maintained. Otherwise, broken gadgets will gather dust in warehouses in a year. “
