Toffoli orders an investigation into the role of NGOs in the Lava Jato agreement

This Monday (5), the minister of the Federal Supreme Court (STF), Dias Toffoli, ordered an investigation into the work of the non-governmental organization (NGO) Transparency International in Brazil.

The minister suspects that Transparency International had improperly appropriated public resources at the time of Lava Jato, receiving part of the amounts obtained from the fines of the agreements signed in the operation.

In a statement, the organization denied having committed any type of irregularity.

What is Transparency International and what does it do?

Created in Berlin in 1993, Transparency International has several work fronts – the most famous of which is focused on studying and mapping the perception of corruption.

Every year, after the survey, the NGO prepares a ranking on the understanding of the topic in more than 100 countries. In its last edition, which considered 180 countries, Brazil came in 104th.

On the official website, it is stated that the organization’s international presence allows it to “understand corruption from a comparative perspective, which gives us references to assess the real seriousness of different situations and, mainly, identify solutions that can be transferred between countries with different contexts , but who often face similar problems.”

Another survey that the organization carries out, this time nationally, is the Transparency and Public Governance Index. In 2022, reports from state and district governments and approximately 200 city halls were released.

The NGO also supervises activities of organizations such as the G20 and the International Monetary Fund (IMF).

In addition, it has other activities focused on emerging countries and the environment. O Emerging Markets Integrity Program
for example, seeks to promote integrity in the private sector, through anti-corruption projects for companies and government reforms related to business, with a focus on emerging markets such as Brazil.

Already the Socio-environmental Integrity Program
aims to combat corruption in the environmental sector, especially in areas such as environmental licensing, extractive industry and climate finance.
