Mexico protests the installation of buoys in the Rio Grande

The Government of Mexico sent a diplomatic note to the United States this Friday after Texas placed a wire fence and a buoy barrier in the Rio Grande, on the border between the two countries, to prevent the passage of migrants, which also violates the Water Treaty, as denounced.

The Ministry of Foreign Affairs (SRE) reported in a statement that in the document it expressed its “concern” about the placement of the artifacts, “due to the obstruction and diversion effects that said fence and the installed barrels can cause on normal runoff and avenues of the Rio Grande”.

Last May, a few days after the end of the immigration measure known as Title 42, the governor of Texas, Republican Greg Abbott announced the beginning of the placement of giant spherical buoysorange, to build a floating barrier on the Rio Grande.

This, to reinforce security measures on the border with Mexico that had included sending migrants by bus to US states governed by Democrats and authorize the National Guard to make arrests.

This Friday, the SRE affirmed that the placement of the buoy barrier, which begins in the Eagle Pass area, contravenes article 17 of the 1944 International Waters Treaty, which establishes that “the use of the international riverbed for discharges of flood waters or other surpluses will be free”.

In addition, he assured that he is also violating article IV B.1 of the 1970 Boundary Treaty.

The Foreign Ministry specified that since June 26 the Government of Mexico requested the United States that both the aforementioned barrels and the razor wire fence are withdrawn from the bed of the Rio Grande due to the effects of obstruction and diversion of runoff towards Mexican territory.

“And that in the future the flood zone and the channel of this river for the installation of the mentioned elements will not continue to be considered,” he said.

Likewise, he kindly requested that any work, including clearing on islands and the riverbed of the Rio Grande, be endorsed by the International Boundary and Water Commission (CILA) between Mexico and the United States.

The situation reflects the panorama at the borders of Mexico after the expiration on May 11 of Title 42 of the United States, a measure that immediately expelled migrants on the grounds of the pandemicnow replaced with Title 8 and increased restrictions on legal asylum.

The flow of migrants crossing Mexican territory to the United States is increasing again, despite an initial drop after the end of Title 42, as noted by the International Organization for Migration (IOM) in Mexico.
