Migration policy: Moroccan approach put forward in Panama

During this visit, which comes at the invitation of the President of the Parliament of Latin America and the Caribbean (Parlatino), Mr. Mayara is accompanied by a delegation composed of Messrs. Abderrahmane Ouafa, Abdelkader Salama, and Ahmed Lakhrif, representatives of the Chamber of Advisors respectively to the Latin American Parliament, the Andean Parliament, and the Central American Parliament (PARLACEN).

The members of the delegation took part in a series of activities in preparation for the celebration of the 60th anniversary of Parlatino, the largest and oldest parliamentary grouping in the Latin American and Caribbean region.

Speaking at this conference on immigration, Mr. Lakhrif reviewed the pillars of Morocco’s migration policy, emphasizing the particularity of the Kingdom as a country of origin, transit and reception of immigrants from several countries.

He noted that Morocco, in accordance with the High Directives of His Majesty King Mohammed VI, has implemented a humane immigration and asylum policy that respects the dignity and rights of migrants. This virtuous policy has established Morocco’s place as a welcoming land where refugees and migrants benefit from protection and enjoy the same rights as Moroccan citizens in terms of education, housing, access to health care, vocational training and employment, he said.

Mr. Lakhrif also noted that this pioneering, integrated and responsible policy is based on border management in accordance with the relevant international conventions and stands out for its profound humanist dimension, particularly through the National Immigration and Asylum Strategy which was launched in 2013 and which reflects an inclusive and supportive approach enshrining the Kingdom’s African policy.

The governance of the migration issue in Morocco is governed by a united and humanist vision, in line with the High Guidelines of His Majesty King Mohammed VI, Leader of the African Union on migration issues, he further indicated.

Referring to the place occupied by the Moroccan community residing abroad in the Kingdom’s priorities, the speaker stressed that Morocco is in the process of finalizing a national strategy to keep up with the profound changes in Moroccan immigration and new trends and issues related to the migration issue.

This new strategy, according to him, is based in particular on strengthening the identity and culture of the Moroccan community abroad, protecting its rights and interests, promoting its contribution to the development of its country of origin, as well as measures aimed at promoting the Kingdom’s heritage at the international level.

Furthermore, the representative of the House of Advisors to PARLACEN indicated that this symposium on immigration comes the day after the signing of an agreement between the President of the House of Advisors and his counterpart from the Parliament of Latin America and the Caribbean, on the expansion of the roles and functions of the “King Mohammed VI Library”, considered a symbol and a model of success of South-South parliamentary cooperation.

This cooperation draws on a spirit of dialogue, consultation and respect for national sovereignty and the territorial integrity of countries, he concluded.
