President Daniel Noboa created an extraordinary bonus for members of the Armed Forces and the National Police, for their functions within the framework of the internal armed conflict declared in Executive Decree 111 of January 9.

The bonus will be received by those soldiers and police who, as a result of the clashes and hostilities they face, have acquired a state of vulnerability qualified by the Ministry of Economic and Social Inclusion (MIES).

The measure was established through Executive Decree 177, signed by the President of the Republic on Friday, February 23.

The bonus is economic compensation, which will be delivered only once, and will be equivalent to a unified basic salary, which was set at $460 for 2024.

The decree provides that in the case of death of uniformed personnel, due to clashes and hostilities, the benefit of the bonus will be transmitted to their relatives up to the fourth degree of consanguinity and the first degree of affinity.

There are three parameters for the delivery of the bonus, which is in charge of the MIES:

  • The Joint Command of the Armed Forces and the General Command of the National Police will send the payrolls of the members who must receive the bonus, for verification of compliance with requirements, in accordance with the procedure established by the MIES.

  • The verification requirements and procedures carried out by the Ministry must be in strict accordance with the verification of the condition that has been diminished or affected in the performance of its functions and as a consequence of confrontations and hostilities that arose in the context of Decree 111 and has produced a state of vulnerability

  • The State portfolio must maintain a weekly updated record of those affected who have benefited from the extraordinary bonus

From the publication of Decree 177, there is a period of five days for the Ministry of Economic Inclusion to issue the corresponding regulations with the requirements and procedures applicable to the granting of the bonus.

The resources for the payment of the bonus will come from the Ministry’s budget, which should not affect other beneficiaries.

The President of the Republic specified in the decree that the new bond will not imply an additional allocation of resources by the Ministry of Economy and Finance.
