Regarding the nomination of Presidential Security Service Director Kim Yong-hyun, who is one year senior to President Yoon Seok-yeol at Chungam High School, as the Minister of National Defense, controversy is growing both inside and outside the military about the fact that not only nominee Kim, but also the heads of key military intelligence agencies, including the Defense Counterintelligence Command (formerly the Defense Security Command), the military’s top intelligence agency, and the 777th Command, a key agency for gathering special intelligence on North Korea, are from Chungam High School. On the 14th, Park Chan-dae, acting leader and floor leader of the Democratic Party of Korea, criticized at a Supreme Council meeting, “(Nominee Kim) is called the Cha Ji-cheol and Jang Se-dong of the Yoon Seok-yeol administration,” and asked, “Are they in their right mind trying to appoint as minister a person who is suspected of external pressure in the Marine Corps incident on top of ‘silencing’ security?”

Commander Yeo In-hyung (Army Lieutenant General), who was appointed as the commander of the Counterintelligence Command last November, is nine years younger than President Yoon at Chungam High School. The Defense Security Command, the predecessor of the Counterintelligence Command, was embroiled in controversy over violating its duty of political neutrality by drafting the so-called “martial law review document” during the Park Geun-hye administration and gathering information on the families of the Sewol ferry victims. The main mission of the Counterintelligence Command is to collect military-related information. However, in the past, when they were in the Defense Security Command or the Security Service, they went beyond the scope of their duties and gathered civilian information or reported the collected information to the Blue House, causing controversy over excessive loyalty several times.

Major General Park Jong-seon, who was appointed as the commander of the 777th Command in April of this year, is also known to be 11 years younger than President Yoon at Chungam High School. This unit is a place to collect special intelligence such as North Korean signal intelligence, and along with the Defense Intelligence Command, it holds the most confidential information on North Korea.

The opposition party criticized President Yoon for establishing a “pro-government system” within the military. Democratic Party lawmaker Kim Byung-joo, a former army general, said in a phone call, “Anyone can see that appointing a high school junior as the commander of the Counterintelligence Command, the successor to the Defense Security Command and the Defense Security Command, is an attempt to establish a pro-government system.” Cho Kuk, the leader of the Fatherland Innovation Party, also said, “Is Chungam High School like the ‘Hanahoe’ of the Chun Doo-hwan era? The Yoon Seok-yeol administration is following in the footsteps of the military regime that only trusts the prosecution and the military.”

The Democratic Party also said that under Minister Kim Yong-hyun’s regime, the use of code personnel will become more blatant. Rep. Jeong Seong-ho of the Democratic Party, a leader of the pro-Myung faction (pro-Lee Jae-myung), also said, “The appointment of a high school senior as Minister of National Defense may be a preliminary step toward appointing a military officer who can clearly protect the president’s feelings.”

In response, one of candidate Kim’s aides said, “Out of the 370 or so generals, only a very small number are graduates of Chungam High School,” and refuted the claim that there are factions within the military, saying, “There is no basis for the claim.”
