The tariffs themselves will be reviewed at least once every 5 years, the deputy minister added.

JSC Kontur, a joint venture between Mosbirzh, VEB.RF and Gazprombank, may become the operator of the register of carbon units. This was reported to “Vedomosti” by a representative of the Ministry of Economic Development. The ministry sent a draft order on the selection of “Contour” by the operator for approval to the authorities concerned. Both documents will enter into force on December 30, 2021.

After the approval of the document, all three organizations will be among the founders of the company, said the representative of the Ministry of Economics. According to the Unified State Register of Legal Entities, the company was registered in 2018, its main specialization is investments in securities. Since November 23, 2021, JSC “Vertical” has been the sole shareholder of Kontur. Previously, the company was among the founders “Structure”, the general director of all three legal entities is Yulia Shashmakova.

A representative of the Moscow Exchange confirmed that the organization is cooperating with Gazprombank and VEB in creating a register of carbon units. He specified that the National Settlement Depository (NSD) will be primarily responsible for this on behalf of the exchange group.

All three shareholders of the future operator have the necessary experience and competencies in the field of sustainable development, participation in large investment projects and the creation of electronic trading systems, says the explanatory note to the draft order (available from Vedomosti). The project participants confirmed the possibility and readiness to ensure the creation and maintenance of the register on the basis of an authorized operator, said the interlocutor in the Ministry of Economics.

The Ministry of Economic Development notes that the register will ensure the accounting of results and help in the development of climate projects.

A register of carbon units is needed to launch a trading system for a CO2-derived instrument throughout the country. It is planned to test the mechanism as part of the Sakhalin experiment to reduce greenhouse gas emissions. Earlier, Vedomosti wrote that it was planned to transfer the operator’s function to the National Settlement Depository (NSD, part of the Moscow Exchange). The explanatory note stated that NSD is already carrying out transactions with financial assets, similar to the transactions that must be performed in the register of carbon units.
